Homebuyer Education Requirements • For Mortgage Assistance activities only • You are responsible for the contents and delivery of the Homebuyer education • May be done by Recipient or contracted to a third party • If a third party provides this service you must submit a copy of the contract or MOU
Homebuyer Education Plan continued Homebuyer Education Plan Elements: • Establish the amount of reimbursement per CalHome loan closed ($350 maximum) • Identify who is to provide training • Recipient • Third Party • Must be in business of providing homebuyer education • Lenders, Realtors, and on-line are usually not acceptable • Identify who must receive training • All borrowers must complete a 5-8 hour live course • Each borrower must receive a certificate

Income Qualifying Requirements Two factors to consider: • Household size • Count all persons living in the property regardless of age • Exceptions: • Foster children • Unborn children • Children subject to shared custody if less than 50% of time • Non-related live-in caretakers if paid by outside agency

Underwriting Requirements For each CalHome Program Loan: • Have a loan application signed and dated by Borrower • Recipient’s own form • To be analyzed and confirmed by Underwriter (sign and date) • Determine eligibility: • Property • Requirements for an appraisal • Sales price or value limits • If Mortgage Assistance only, must be ready for occupancy • First time homebuyer or confirm presently on title
Underwriting continued • Determine eligibility (continued): • Income • Amount of gross income • Income for household does not exceed income limits • Risk level • Credit worthiness • Debt Ratios • Compensating factors • CLTV does not exceed 100% plus 5% for closing costs
Underwriting continued • Confirm • Subsidy amount plus ADF does not exceed CalHome cap • CalHome loan term is consistent within program: • 30 years for Mortgage Assistance (either stick built or manufactured home on non-permanent foundation) • Up to -30 years for Owner-Occupied Rehabilitation • 10-30 years for manufactured home on a non-permanent foundation • 20 years for a forgivable loan on a manufactured home on a non-permanent foundation • 33-38 years if behind USDA-RHS 502 loan • If CalHome is only subsidy, Borrower may sell at fair market value at any time regardless of restrictions
Underwriting continued • Confirm continued: • Terms of senior liens meet CalHome Requirements • No ARMs or negative amortization loans • No temporary buydowns • No balloon payments or deferred interest • Maturity date must be same as CalHome loan • Terms of subordinate liens meet CalHome Requirements • Fees reasonable and consistent with those charged for first liens • No balloon payment before the maturity date of the CalHome loan • Must defer principal and interest for the term of the CalHome loan
