The Children’s Inter Agency Coordinating Council (CIACC) • Instituted statewide in 1991 as part of the Bring Our Children Home Act • Countywide Advisory Council on the behavioral health needs and services for children • Comprised of volunteers: parents, professionals, youth, child-serving agencies, and community representatives • Committees tackle specific systemic issues • I am the staff to the council, employed by OCDHS
The Partnership Beginnings • DYFS engaged in Child Welfare Reform and new System of Care initiative • DYFS outreach - SAC link • New County Executive Superintendent • First few years of I&RS in schools • School representation on the CIACC • One time trainings, but continued confusion on what is available and how to access
Mission Statement To promote, develop, and enhance collaborative efforts between school, behavioral health and child protective service systems and other interested parties to improve the well being of children in Ocean County.
Vision • To identify liaisons in each school, DYFS and children’s behavioral health programs to serve as a resource and inter-agency contact • Cross train liaisons with annual, standardized curriculum on “system basics” • Maintain open dialogue & relationship building through ongoing meetings • Maintain a web portal of training resources • Facilitate interagency agreements to enhance referral and intervention services
Functions of the Liaisons • Attend 7-9 trainings per year • Turnkey training information to the district, school, agency • Serve as a resource for procedure • Act as an inter-agency contact • Expert Navigator
