The Gloucestershire LAA: What do we want to achieve? Rob Ayliffe LAA Project Manager
Look how far we’ve come • A clear, shared set of priorities • Buy-in and commitment from partners • Innovation and creativity • Not just 5 ‘silos’ • Both my personal goals met • LAA is under 100 pages long (just!) • And we kept ahead of Wiltshire • The ‘soapbox’ test
Are we nearly there yet? • Delivery plans at varying levelsof detail • Arrangements for delivery, performance management and financial management in place • New partnership structures being launched
We’ve only just begun… “The primary objective of an LAAis to deliver genuinely sustainablecommunities through better outcomesfor local people” (ODPM guidance)
‘The What’ • 20 broad areas for improvement through partnership working • 12 “step-change” challenges • Informed by 2 overarching principles: equalities & sustainability • And a few areas for future development
‘The How’ • More clear focussed on whatmatters most • ‘Pooling’ and ‘aligning’ activity as well as money • Seeing the bigger picture, not 5 ‘silos’ • Robust, shared performance management (with teeth) • Innovation and creativity
‘The How’ We don’t want to re-inventthe wheel …or do we?
‘The Who’ All of us! • Being aware of how mainstream activity contributes to LAA outcomes • Integrating LAA into the ‘day job’ • Using partnerships to drive improvement • Reinventing a wheel or two?
‘The Who’ “There is no limit to what canbe achieved… …as long as it doesn’t matter who gets the Performance Reward Grant” Anon
‘The Who’ “There is no limit to what canbe achieved… …as long as it doesn’t matter who gets the credit” Anon

Partnerships • Working together towards shared goals • Normal way of doing business • Essential to delivering good services • Good track record in Gloucestershire
Review • New LAA - are they fit for purpose? • Tavistock Institute • Extensive dialogue and discussion • New proposals
Not just about structures • treating all partners with equal respect • giving each other the benefit of the • recognising that partners bring different contributions • working through consensus without impeding progress • focussing on getting things done • expecting all partners to actively contribute to aims
Not just about structures (continued) • making things as simple and straight-forward as possible • communicating effectively so we can participate effectively • making every effort to look after everyone’s interest, recognising that this is possible without everyone being present • monitoring and reviewing partnerships’ successes and learning from these
What next? • Give it a go • Review thematic and LSPs • How do you fit into the Gloucestershire Conference? • Review in 12 months
