  4. Project Components Window One: State Institutions ($8 - 10 million) 2. Window Two: Non State Institutions ($4-5 million). 3.Window Three (TF): Capacity Building for Non State Institutions($2 million)

Window One: Support to State Institutions • Ministry of National Assembly and Senate Relations (MONASRI) Promotion: dissemination of laws • Radio National Kampuchia (RNK) Promotion: dissemination of government programs and policies Mediation: Talk Back Radio • Arbitration Council (AC) Mediation: resolution of conflicts between workers and employers in the garment sector Response: clear, well argued decisions based on law • One Window Service (OWS), Ministry of Interior Response: provision of quality service delivery Mediation: grievance redress mechanism
