Overview • Plenary #16 established the OSA Tiger Team to rework the OSA • OSA as initially drafted could not be referenced as means of compliance to airworthiness regulations. • Team comprised of 21 individuals representing - Aircraft Manufacturers - Flight Crew - Equipment manufacturers - Controllers - Ground Implementers - Regulators • TORs for Tiger Team established at first meeting on Dec 12, 2012 - Define OSA baseline material - Identify intended use & users of product - Identify issues & track in a comment matrix - Establish a schedule for rework • One or two Telecons a week since Dec 12th (minus holidays) • Structure of OSA material in SPR Annex A, OSA ApproachAnnex B, CPDLC OSAAnnex C, ADS-C OSAAnnex D, 4DTRAD OSAAnnex E, D-FIS (limited to D-OTIS assessment)
Status • Received 34 Comments, 9 of which remain open • Key comments: - Perform assessment for each ATS Function within the scope of the SPR- Assessment traceable to derived SRs & SOs - Perform assessment w/o ECs failure- Establish CNS/ATM System Level SRs - Eliminate Quantitative values for Software- Hazard assessment address critical flight phase - Eliminate Quantitative Human Performance- Establish Qualitative Safety Objectives • Modify Annex B (CPDLC OSA) then apply approach to other Annexes
Schedule • Modify Annex B (CPDLC OSA) then apply new approach to the other Annexes • New Schedule is considered aggressive and the Tiger Team would welcome additional resources (persons) to assist in the work
