Erasmus + Programme • The Erasmus + Programme will replace the followingcurrent programmes: • Lifelong Learning Programme • Youth in Action • Erasmus Mundus • Tempus • Alfa • Edulink • Cooperationwithindustrialised countries
Erasmus + Programme • Erasmus + willbe an integrated programme = based on Key Actions, ratherthansectors of education as before • Less fragmentation: altogether, therewillbe 11 actions groupedunder 3 Key Actions; the LLP currently has 75 actions.. • In line with the Europe 2020 Strategy aiming at a Smart, Sustainable and Inclusive Growth for Europe • raise higher education attainment to 40% (32% now) • reduce the share of early school leavers from 14% < 10%
Erasmus + Programme • The new programme aims to be more cost-efficient and have more impact at the same time • Target group: still the same, but • more emphasis on support for teachers, trainers, information officers & youth workers because of their importance as 'multipliers‘; • cooperation projects will focus more on including business as partners with educational establishments and youth organisations
Erasmus + Programme • Two new elements • Loan guarantee scheme to help Master's degree students to finance their studies abroad • Creation of 400 'knowledge alliances' and 'sector skills alliances‘ • Knowledge alliances are large-scale partnerships between higher education institutions and businesses • Sector skills alliances are partnerships between education and training providers and businesses to promote employability by forming new sector-specific curricula and innovative forms of vocational teaching and training • 14,7 billion Euros
Erasmus + Programme Key Action 1. Learning mobility of individuals Decentralised (NA): • Studentmobility • Staff mobility • YouthMobility Centralised (EC-EACEA): • Joint Master’sdegree(previously Erasmus Mundus) +/- 63% of the budget
Erasmus + Programme Key Action 2: Co-operationfor innovation and good practices • Replacement of current TOI, DOI and Learning Partnerships Decentralised (NA): • Strategicpartnerships (2 tot 3 years) Centralised (EC-EACEA): • Knowledge Alliances & Sector-Skills Alliances • IT Platforms, incl e-twinning & EPALE • Support/Capacity-building for third countries • +/- 27% of the budget
Erasmus + Programme Key Action 3: Support for policyreform Centralised(EC-EACEA): • Support for the Open Method of Coordination (indicators, studies) • EU tools for valorisation & implementation (Europass, EQF, ECTS, ECVET, ...) • Policy Dialogue withpartner countries (= outside the EU), third countries and international organisations • +/- 4,2 % of the budget
Erasmus + Programme APPLICATION • No paper versions anymore • Fewer deadlines • Calls for proposal in January 2014 COUNTRIES • Min 3 different partners from 3 different countries • Eligible: EU 28, EFTA states (Iceland, Liechtenstein, Norway, Switzerland) and acceding, candidate and potential candidate countries • For some calls also ‘third countries’ & ‘neighbourhood countries’ e.g. Moldova & Ukraine
Erasmus + Programme FUNDING • Largely based on lump sums, i.e. for • Project management & implementation • Transnational meetings and learning opportunities • Multiplier events • Intellectual products/results • No co-financing anymore !
Rights and Citizenship Programme AIM Help to make people's rights and freedoms effective in practice by making them better known and more consistently applied across the EU. It will also promote: • the rights of the child, • the principles of non discrimination (racial or ethnic origin, religion or belief, disability, age or sexual orientation) • gender equality (including projects to combat violence against women and children) http://ec.europa.eu/justice/newsroom/news/20111115_en.htm
New programme for Employmentand Social Innovation (EaSI) AIM EaSI will support Member States’ efforts in the design and implementation of employment & social reforms at European, national, regional & local levels by means of policy coordination, the identification, analysis and sharing of best practices http://ec.europa.eu/social/main.jsp?langId=en&catId=89&newsId=1093
New programme for Employmentand Social Innovation (EaSI) EURES • Core activities at cross-border level financed by EaSIvs national EURES activities financed under the ESF • At EU level, the EURES Portal will offer modernised self-service tools for jobseekers and employers • EURES will be used to create and develop new targeted mobility schemes. • +/- 18% of the EaSI budget
New programme for Employmentand Social Innovation (EaSI) PROGRESS (Programme for Employment and Social Solidarity) • Analysis, mutual learning and grants will continue their current activities • Specific budget for social innovation and social policy experimentation • +/- 61% of the EaSIbudget
New programme for Employmentand Social Innovation (EaSI) Microfinance facility and Social Entrepreneurship • extend the support given to microcredit providers under the current European Progress Microfinance Facility • provide funding for capacity-building of microfinance institutions • support the development of the social investment market and facilitate access to finance for social enterprises • +/- 21% of the EaSIbudget
Horizon 2020 HORIZON 2020 • The EU Framework Programme for Research and Innovation • Combines all research and innovation funding currently provided through • The Framework Programmes for Research and Technical Development • The innovation related activities of the Competitiveness & Innovation Framework Programme (CIP4) • The European Institute of Innovation & Technology (EIT5) http://ec.europa.eu/research/horizon2020/index_en.cfm?pg=h2020
Horizon 2020 AIMS • Bridge the gap between research and the market; market-driven approach including creation of partnerships with the private sector and Member States to bring together the resources needed • Revolutionisethe way public and private sectors work together, notably through Innovation Partnerships between the European institutions, national and regional authorities and business • International cooperation as important cross-cutting priority of Horizon 2020; fully open to international participation, as well as targeted actions with key partner countries and regions
Horizon 2020 The Innovative Union • one of the seven flagship initiatives of the Europe 2020 strategy for a smart, sustainable and inclusive economy with the aim to do three things: • Turn Europe into a world-class science performer; • Strengthen industrial leadership incl major investment in key technologies, greater access to capital and support for SMEs; • Address major concerns shared by all Europeans e.g. climate change, sustainable transport and mobility, ageing population

European Social Fund 2014-2020 The new proposal reinforces the role of the ESF: • A higher minimum share of the budget allocated to each category of regions • Member States will have to concentrate ESF funding on a limited number of objectives and investment priorities in line with the Europe 2020 strategy • A minimum share of 20% of the ESF dedicated to social inclusion actions • More support for social innovation, i.e. testing and scaling up innovative solutions to address social needs
European Social Fund 2014-2020 • Greater participation by social partners & civil society in implementing ESF activities • Participation by NGOs will be encouraged through capacity-building, the promotion of community-led local development strategies and simplification of the delivery system • Greater emphasis on combating youth unemployment, promoting active & healthy ageing and supporting the most disadvantaged groups • The Youth Employment Initiative would particularly support young people not in education, employment or training by integrating them into the labourmarket • Equipment linked to investments in social & human capital will be eligible for support from the ESF, e.g. computers for schools
