  18. Observed Safety Belt Use for Passenger Vehicle, Front Seat Outboard Occupants Projected Figures Division of Traffic Safety

  19. Major Accomplishments • Reduction in total Fatalities (911 in 2009) and Injuries • High Belt Use (92.6%) • Higher Message Awareness (Over 93%) • Modest Improvement in Alcohol-Related Fatalities (362/1043 in 2008 versus 319/911 in 2009) • Establishment of Sustained Enforcement Activities • Improvement in crash data reporting (Timeliness, Accessibility, and Data Integration) Research and Evaluation Activities

  20. Challenge (Occupant Protection) • Lower belted occupant fatalities for passenger cars (e.g., 58.0% in 2009) • Lower usage rate among African Americans and Hispanics (Under 25.0%) • Lower usage rate among young male drivers • Low usage rate at night among those who fatally injured • Lower usage rate among back seat occupants Research and Evaluation Activities

  21. Challenge (Alcohol/Speed) • Higher % alcohol-related fatalities • Lower rate of state and local agency participation during alcohol campaigns (276 agencies in 2010 during the Labor Day) • Accurate Problem IDs for the State and local agencies to select high crash locations to patrol • High % speed related fatalities • Accurate and reasonable coding of alcohol-related and speed related fatalities Research and Evaluation Activities

  22. Theoretical Model Outcome Measures (Fatalities and Injuries) Activity Measures (Enforcement, Media, and Education) Behavioral Measures (Observed or Self-reported Behavior) Research and Evaluation Activities

  23. Types of Evaluation • Process--Activities during the interventions • Impact--Change in knowledge and attitudes and behavior • Outcome--Change in percent, rate, ratio of crashes, fatalities, or injuries Research and Evaluation Activities

  24. Examples of Research and Evaluation Activities Research and Evaluation Activities

  28. Evaluation Criteria for 2009 LAP Projects Research and Evaluation Activities

  29. Issues Related to Enforcement Data • Timeliness of Enforcement Data • Accuracy of the Data • Completeness of the Data Research and Evaluation Activities

  30. Plans for 2011 • Setting new goals and objectives for Illinois (Refer to HSP) • Problem IDs for the state and local Agencies (Refer to HSP) • Allocate higher % (45%) enforcement activities during Labor Day Mobilization • Focus on nighttime enforcement • Focus on special population (African American and Hispanics) • Develop evaluation plans for selected non-enforcement grants Research and Evaluation Activities
