  2. PURPOSE • Review the Objectives and Targets derived from the last workshop • Obtain consensus on the Objectives/Targets as the process going forward.

  3. ACQUISITION • Goal: Efficient and effective life cycle management that ensures environmentally-friendly, waste-free goods and services • Proponent: DOC and DOL Three Initial Objectives…

ACQUISITION Objective #1 • Title: Re-align requirements identification to promote sustainable alternatives • Description: Requirements are developed to identify desired properties or conditions instead of specific items to allow alternate, more sustainable solutions when and where possible (e.g. the requirement is the use of a computer rather than ownership of a computer). Update the installation design guide to allow alternate, more sustainable architectural and facility solutions. Integrate with operational controls and procedures • Proponent: PAIO • Supporting Organizations: DPTMS, DPW, DOIM, DOL, DMWR, ICO • Measure(s): • Targets:

ACQUISITION Objective #1: Re-align requirements identification to promote sustainable alternatives Actions: • Identify organizations and individuals involved with requirements identification at FAPH. • Determine which goods, items or services that FAPH can apply a re-aligned requirements identification process to. • Develop local guidance/instructions for the re-aligned requirements identification process that includes criteria for identifying more sustainable goods and services. • Train all individuals and organizations that identify requirements on the re-aligned process.

ACQUISITION Objective #2 • Title: Implement a Sustainable Procurement System • Description: Revise and integrate installation acquisition processes to include sustainability criteria in all procurement decisions and actions. The initiator of requirements is primarily responsible for incorporating sustainability specifications (see objective #1). Existing affirmative procurement and pollution prevention programs provide some starting points. • Proponent: DPW • Supporting Organizations: ICO, DOL, DPTMS, DOIM, DMWR, ISO • Measure(s): • Targets:

  7. ACQUISITION Objective #2: Implement a Sustainable Procurement System Actions: • Establish a baseline. Includes: collect baseline data on FAPH acquisitions, identify missing data/ data holes, evaluate methods of reporting data, choose a baseline year. • Establish a sustainable purchasing policy. Develop criteria for sustainable goods and services at FAPH. Insert sustainable purchasing requirements into installation policies, procedures. • For small purchases ($2.5k to 100k) – Identify Environmentally Preferable Purchasing (EPP) and sources of supply for use on Fort A.P. Hill. • For large purchases (> $100k) – Identify EPPs and sources of supply for use on Fort A.P. Hill. • For Government Impact Purchase Cards (<$2.5k) – Identify EPPs and sources of supply for use on Fort A.P. Hill. • Implement a training/education program for procurement system for contracting personnel, purchase card holders, billing officials, buyers (Directorates/Tenants), engineers, decision makers (Supervisors/Leaders). The program should integrate the sustainable procurement system with affirmative procurement and environmentally preferable purchasing training. • Ensure Affirmative Procurement Program, Environmentally Preferable Purchasing, and recycling criteria are incorporated into contracts as applicable. Ensure FAR clauses included and enforced. Identify appropriate contracts (service, construction). Determine if FAPH-specific language is needed.

ACQUISITION Objective #3 • Title: Implement aggressive end of initial life cycle management of materials and items. • Description: Develop/revise procedures to eliminate disposal of materials or items as waste through reuse, remanufacturing, recycle or other waste elimination methods. Overall installation recycle and waste disposal costs are zero. • Proponent: DPW • Supporting Organizations: DPTMS, DOL, DMWR, DOIM, ICO, RMO, ISO • Measure(s): Recycle and waste disposal costs. Quantity of waste disposal, waste diversion rates. • Targets:

  9. ACQUISITION Objective #3: Implement aggressive end of initial life cycle management of materials and items. Actions: • Develop baseline information on types and quantities of items and materials currently disposed of. • Develop implementation strategies, which may include: • Reduce packaging material through contract specifications; • Reduce amount of packaging used and/or implement supplier take-back in products that are purchased; • Establish composting facility within five years; • Review HAZMART program on installation; • Lease-back arrangements for office equipment (computers, cell phones, copiers, etc), furnishings, carpeting, etc… • Transfer of used materials to charitable organizations • Deconstruction instead of demolition • Incentives/recognition for waste reduction

ENERGY • Goal: 100% renewable energy sources and maximum use of conservation measures for installation facilities and transportation  (OLD GOAL: Self-sustaining power generation and systematic reduction of fossil fuels in all applications) • Proponent: DPW, supported by DOL Two Initial Objectives…

  11. ENERGY Objective #1 • Title: Convert facilities energy to renewable sources • Description: Produce or purchase facility energy from renewable sources. Includes space heating, cooling, and electricity. Includes maximizing conservation measures to reduce requirements. • Proponent: DPW • Supporting Organizations: DOL, DPTMS, USACE, DES, Partners, DMWR, AAFES, DOC • Measure(s): % of energy used from renewable sources • Targets: specific % by a certain year

ENERGY Objective #1: Convert facilities energy to renewable sources Actions: • Implement a process to incorporate appropriate energy conservation measures into all facility projects. • Install meters in new and existing buildings and master meters in complexes. • Test pilot sustainable lighting technologies (e.g. solar applications for parking lots, ranges, etc.) • Develop baseline evaluation, usage, sources, quantity, storage, and distribution. • Perform initial and periodic evaluation of sustainable alternatives for sources, storage and distribution. • Develop and Implement a load management strategy for electrical loads (enable Fort A.P. Hill to purchase green power). • Perform a solar power study for individual buildings. • Develop and implement energy conservation incentives for all Fort A.P. Hill activities.

ENERGY Objective #2 • Title: Convert installation transportation and material handling equipment systems to renewable energy. • Description: Includes conversion of GSA, NAF, NTV fleets and material handling equipment (e.g. dozers, forklifts, graders, tractors…) to non-fossil fuels. Includes maximizing conservation measures to reduce requirements. • Proponent: DOL • Supporting Organizations: DPW, DPTMS, DES, MWR, Partners, DOC • Measure(s): % of fleets non-fossil fuel capable, % fleets using non-fossil fuel, road miles, amount of transportation fuels used, equipment hours • Targets:

  14. ENERGY Objective #2: Convert installation transportation and material handling equipment systems to renewable energy. Actions: • Develop baseline information on vehicle and equipment fleets (numbers, types, usage, locations, fuel types, etc.). • Perform initial and periodic evaluation of sustainable alternatives for vehicle, equipment, or fuel replacement/substitution. • Conduct initial and periodic evaluations of vehicle/equipment conservation measures to reduce hours/miles or identify more efficient substitutes. • Develop incentives for GSA customers to reduce petroleum-based product consumption. • Develop and implement a comprehensive plan for converting non-tactical vehicles into Alternative Fuel Vehicles. • Install infrastructure and convert non-tactical vehicles and equipment to alternative fuels (e.g. propane, hybrid electric, biodiesel B20 or B100, or ethanol).

FORCE PROTECTION Objective #1 • Title: Integrated Force Protection • Description: Comprehensive force protection that efficiently maintains (or exceeds) the required levels of protection, improves accessibility, and reduces negative impacts to FAPH and the community. Antiterrorism and physical security measures integrated with all installation operations through the overarching force protection program. Utilize natural elements combined with state-of-the-art technology to achieve level of protection required for the installation. • Proponent: DPTMS • Supporting Organizations: DES, DPW, DOL, ISO, RMO, DOIM, PAIO, all staff elements and partners • Measure(s): • Targets:

FORCE PROTECTION Objective #1: Integrated Force Protection Actions: • Access Control Points are completed and compliant by 2008 • Determine true perimeter(s) for AT/FP compliance • Determine AT/FP threat • Determine appropriate AT/FP physical and procedural improvements • Determine improvements resource requirements • Integrate AT/FP with Comprehensive Land Management system

  18. FORCE PROTECTION Objective #2 • Title: Provide first responder capabilities consistent with installation/mission growth • Description: Increase fire, law enforcement and medical capabilities. First responder assets must increase with installation/mission growth (supported population, service area changes, response requirements). INFRASTRUCTURE Objective #1 • Title: Implement an integrated Comprehensive Land Use System for FAPH. • Description: Integrate and coordinate all planning processes that affect the use of land and facilities. The system must enable mission accomplishment and eliminate internal encroachment. Major components include (but are not limited to) the Installation Strategic Plan, Real Property Master Plan, Range and Training Lands Program Development Plan, and an Information Technology support plan. • Proponent: PAIO • Supporting Organizations: DPW, DPTMS, DOIM • Measure(s): Status of integration, • Targets: Completion of Comprehensive Land Use Plan

  22. INFRASTRUCTURE Objective #1: Implement an integrated Comprehensive Land Use System for FAPH. Actions: • Develop and Implement an Information Technology support plan • Identify what plans need to be coordinated. • Develop command guidance for integration • Maintain common, consistent information • Identify data inadequacies • Ensure cross-references to other plans/documents • Identify roles and responsibilities • Connection to Strategic Plan and mission • Update Fort A.P. Hill Master Plan incorporating sustainable site criteria.

  23. INFRASTRUCTURE Objective #2 • Title: Provide adaptable, sustainable infrastructure • Description: All new construction and renovations designed and built to at least SpiRiT Gold standard. Includes all construction and renovation regardless of funding source. Facilities will be designed and built to be multi-functional and adaptable to changing requirements. Infrastructure includes structures, roads, improved surfaces, utilities (IT, water, wastewater, power, waste collection, stormwater, heating, cooling, etc) • Proponent: DPW • Supporting Organizations: USACE, partners, NCR DOIM, NETCOM, RCIO • Measure(s): • Targets:

INFRASTRUCTURE Objective #2: Provide adaptable, sustainable infrastructure Actions: • Revise Installation Design Guide, Develop Installation Design Guide to reflect Gold Standard by 2006. • Identify infrastructure needs by 2006 • Develop, use and document a SpiRiT rating for all building designs. • Review shelved projects for inclusion of “low hanging” sustainability concepts. • Evaluate demolition projects for deconstruction options • Provide sustainable design training to Fort A.P. Hill staff, Project Managers, Quality Assurance Inspectors, and Engineers through the implementation of an education/awareness program to create an informed management and customer base for SPiRiT. • Conduct recurring studies for all utilities to determine ability to meet current and future needs. • Develop utilities improvement projects as determined by studies results, including consideration of alternate approaches for meeting needs (i.e.: closed storm water systems, renewable energy options, alternate communications options, etc.). • Manage remote areas wastewater using constructed wetlands.

INFRASTRUCTURE Objective #3: Support Regional Air Quality Management Strategy Actions: • Develop an air emissions baseline for facility, construction, operations and transportation sources. • Conduct initial and periodic evaluations of emission control and elimination methods. • Identify or initiate a partnering forum with neighbors.
