Terms of reference (TOR 1) Task • To assist the organisation of the 2009 and 2010 monitoring campaign to test the strategy proposed in October 2008 Result • Meeting held with Kosovan colleagues and strategy approved and verified.
Terms of reference (Tors 2 and 3) Task • To review the documents of the partners and prepare a report presenting the programe for monitoring the quantity and quality of the surface water in Drini Basin Results • Existing documents and elaborations were reviewed. • Monitoring tables of parameters and frequency were slightly revised. • Map with observation points map was reviewed and verified. • Monitoring report in progress completed by end of next week.

Terms of Reference (TOR 4) Task • To undertake the necessary steps for encoding the Monitoring sites and locations for database transfer. Result • Monitoring sites and locations coded, elaboration of a unique tables with monitoring sites and the corresponding code in format of an Excel table. To be verified by Paul Haener in his next mission.
Terms of Reference (TOR 6) Task • To writeTOR for the equipment and infrastructure for the establishment of the network programme for water resources monitoring. Results Aspects concerning field measurements (Quality) • Installation of automated (continous) surface water quality measuring stations is considered not apprappropriate under the given circumstances. • Sampling should be carried out manually and according to the sampling programme.
cont. Terms of Reference (TOR 6) Results Aspects concerning field measurements (Biological Quality Elements) • The necessary equipment and consumables (e.g. bottles and conservation solutions) must be purchased or the service for the provision of the data contracted.

Terms of Reference (TOR 6) Results Aspects concerning field measurements (Quantity) • Concerning continous quantity monitoring the hydrology observation points the rating curves at the profiles must be produced with first priority. • Simple vandalism measuring gauges should be installed and the daily readings carried out by specifically trained persons being who are regularly paid for doing this. • Automated registering devices should only be installed if safety against vandalism or theft is given and maintaince is given.
Terms of Reference (TOR 8) Task • Provisionally estimated budget for the next five years and human resources needs. Results • A minimum of four professionals with academic formation and 5 technician is necessary as additional staff for HMIK to address surface water monitoring issues and european and international obligations.

Organizational aspects of monitoring by public institutions Ministerial Level Ministry of Environment and Spatial Planning Tasks/role: Approval of the surface water monitoring programme Organise the funds and financial resources to for the activities Setting of priorities Operative Level Institute of Hydrology and Meteorology of Kosovo (HMIK) Tasks/role: Develops the monitoring programme Carries out and organises the field observation and necessary analysis Documentation of the results/Quality assurance/Data Storage
Organizational aspects of monitoring by public institutions Operative Level Institute of Hydrology and Meteorology of Kosovo (HMIK) Question: What happens if the necessary knowledge or own capacity is not available inmediately ? Hires external know how to carry out relevant work which could not be done ! Auxiliary partner of the Operative Level Third party consultants e.g. universities, experts, companies Presumably this will be necessary for the analysis of the Biological Quality Elements as Macroinvertebrates, Fishes and Macrophytes.
