FY 2012 Priority #1Mid-Level Funding • Provide community college per student state funding that is midway between per student state funding for K-12 and regional public universities
Mid-Level Funding • $2,288 per student increase to achieve MLF • FY 2012 Request: $67,028,500, which is one-half of the total amount needed to achieve Mid-Level Funding
Midpoint Salaries FY 2012: $4,618 or 9.52 Percent Differencebetween CJC Average Salary and MidPoint Salary Estimate One-third of newly appropriated dollars will be directed to salaries.
FY 2012 Priority #2 Capital Improvements • $185,608,230 • Five-Year MACJC Capital Improvement Plan, submitted to the Legislature each year since 2005. • One-half of the funds to be distributed equally and the balance to be distributed based on enrollment
FY 2012 Priority #3 Dropout Recovery • Provide the same level of state support per ABE/GED student as students enrolled in regular college level programs • $14,259,000 = 3,500 dropouts served at FTE value of $4,074
Dropout Recovery • 400,000 working-age Mississippians without a high school diploma • 14,000 new dropouts in Mississippi each year • Mississippi ranks 49th in the nation in the percentage of 18-24 year-olds with a high school diploma
Dropout Recovery$100,000 Special Appropriation • Fast-Track GED preparation courses • Part-time ABE/GED recruiters • More GED test dates and GED examiners • First college class free for GED achievers • Scholarships for high-scoring GED achievers • GED test fee ($40)waivers • Gas cards to assist with transportation needs • Subject-area CRAM sessions for re-testers

FY 2012Other Legislative Requests • Endorse the State Board for Community and Junior College request to rename the agency “Mississippi Community College Board” • Endorse a separate $10 million bond bill to fund the construction and furnishing of a new headquarters building for the State Board for Community and Junior Colleges
