IPPC Directive IPPC Directive has not been transposedin the Croatian legislative acts. • existing permitting and inspection - based on single media and fragmented • elements of the IPPC Directive - partially transposed in existing national legislation • quite a number of sectoral legislation covering different aspects of environmental protection Provisions of those acts do not meet the fullrequirements in the IPPC Directive!
IPPC Directive The legal framework for the establishment of an integrated environmental pollution prevention and control system will bethe new Environmental Protection Act/2007/ andappropriate implementinglegislation in compliancewith the provisions of theIPPC Directive /2007 -2008/.
IPPC Directive INSTITUTIONAL CAPACITY • MEPPPC has been envisaged as CA. • MEPPPC - Inspection Directorate has been envisaged to be in-charge for compliance monitoring. • Co-ordination procedure will be established with other relevant governmental authorities – MAFWM and MHSW. • CEA has been envisaged as the authority to be responsible for the exchange of information.
IPPC Directive INSTITUTIONAL CAPACITY • Direct application of Annex I Directive – strengthening capacity among affected industries.
IPPC Directive COMPLIANCE COST • The implementation of the IPPC Directive will represent the most significant change to current practice in the field of environment to the industry. • Cost assessment will be conducted on “plant-by-plant basis” • Resources (extra-budgetary) of the Environmental Protection and Energy Efficiency Fund will be used. • Public-private partnerships will be emphasized.
IPPC Directive RELATED ACTIVITIES 2006/07 • Pilot project “Priority activities for IPPC ” – started with Croatian Cleaner Production Centre - continuing • TAIEX project for industry – Croatian Chamber of Economy • Water and wastewater training for industry - REC • CARDS 2004 – Further Support to the Approximation of Croatian Legislation with the EU Environmental Acquis (2007)
