What is HEUNI? HEUNI is the regional European link in the United Nations Crime Prevention and Criminal Justice Programme Network. HEUNI was established through an Agreement between the United Nations and the Government of Finland signed on 23 December 1981 and extended on 14 April 1987. The primary objective of HEUNI is to promote the international exchange of information on crime prevention and control among European countries. The frame of reference is given by the United Nations Crime Prevention and Criminal Justice Programme.
What is HEUNI? HEUNI’s primary form of activity is the conducting of research projects, either independently or in cooperation with other institutions and individual researchers. HEUNI also at times organises international seminars as well as smaller expert meetings on specific themes. Furthermore, HEUNI participates in technical assistance projects involving, for example, the provision of expertise or the organisation of training.
The budgetary responsibility for HEUNI lies with the Government of Finland. The Government of Finland covers the costs of the premises of HEUNI, the salary of the staff members as well as the basic administrative costs of carrying out the programme of activities. In recent years, many HEUNI projects have been conducted on the basis of funding from the European Union, the United Nations and the Council of Europe
