Environmental Infrastructure Support Credit Program II (EISCP II)
EISCP II • A policy-based lending program that promotes environmental quality & mobilizes investment in environment friendly projects • Purpose: To support investments in projects that contribute to the improvement of the quality of the environment through reduction or prevention of pollution • Funded by JBIC. It has two components: • JPY20 billion loan facility • JPY 526 million technical assistance
IPCLP II • IPCLP II is a policy-based lending program that supports investment in efficient production and environment-friendly technologies and promotes environmental protection and occupational health and safety, particularly of the small and medium enterprises. • Funded by Kreditanstalt fur Wiederaufbau (KfW) of Germany: • Euro 9.3 Million or Php 671 Million loan facility for industrial sectors
Environmental Development Program (EDP)
Goals and Objectives The Environmental Development Program (EDP) is based on the principle of sustainable development, that is, environmental protection and socio-economic development are complementary and enhance one another. The goal of the program is to make a significant contribution in environmental protection and enhancement and in the sustainable development and utilization of natural resources in line with the government's policy thrusts.
EDP caters to the environmental financing needs of both the government and the private sector in: • Improving the quality of the environment in ways that also assist industries to achieve production efficiency and competitiveness as well as regulatory compliance. • Enabling local government units to manage environment and natural resources in ways that increases their income and their capability to respond to the needs of their constituents; and • Developing and managing natural resources sustainability in ways that provides communities with basic needs including potable water, sanitation services, waste management and reliable and affordable electricity; and opportunities for alternative livelihood and enterprise development.

Power Generation, Transmission and Distribution • Small-scale energy generation and mini-grid rural electrification projects thru renewable energy resources • Stand-alone renewable energy rural electrification project, including the marketing, sale, purchase, and installation of Renewable Energy Technology systems • Any project which improves the reliability and efficiency of rural power supply and increases access to electricity services by underserved customers
Clean Alternative Transport Fuel • Projects that will reduce air pollutant emissions from motor vehicles • Acquisition of Original Equipment Manufacture (OEM) vehicles run by LPG/CNG • Vehicle conversion / retrofitting • Fuel Supply Infrastructure Facilities • Transmission • Distribution e.g. refueling stations, blending stations / depots, specialized tankers • LPG / CNG Vehicle Support Service Facilities • Service Centers • Conversion / retrofitting shops
Clean Alternative Transport Fuel • Equipment and / or technology supply e.g. cylinder tanks, conversion kits, etc. • Investments in the production of alternative fuel for vehicles and industry (e.g. coco methyl ester, bioethanol) • Investments in supply infrastructure facilities including distribution facilities for alternative fuels e.g blending stations / depots, specialized tankers.
Water Supply and Sanitation Services • Bulk water supply • Level 3 water supply system (New, rehabilitation and expansion) • Sanitation services • Urban drainage
Solid and Hazardous Wastes Management • Closure and rehabilitation of dumpsite • Conversion of dumpsite Into sanitary landfill • Construction of sanitary landfill • Solid waste collection, transport, treatment and disposal including acquisition of equipment

DBP believes that improving the environment can be done by helping establish forests and thereby prevent soil erosion, conserve water, provide habitat to wildlife and, more importantly, create rural livelihood opportunities
What is DBP Forest? DBP Forest is a project of the Development Bank of the Philippines whose long term vision is to develop downstream industries in the rural areas by encouraging the forestation of open areas through the planting of high value fruit trees and other useful species, like bamboo and ilang-ilang.
What is DBP Forest ? Other similar undertakings include coastal rehabilitation through planting of mangroves and establishment of tree parks. Secondary considerations resulting from the tree plating projects are improvement in spawning grounds for terrestrial and marine aquatic life.

DBP and the Environment DBP’s Current Environmental Initiatives
Efficient Lighting Initiative • The DBP is a participant in the IFC/GEF Efficient Lighting Initiative (ELI) project • Project is an effort to help reduce greenhouse gas emissions through efficient lighting • Project seeks to encourage firms to become ESCO and develop bankable ELI transactions
Use of LPG-Fueled Vehicles • To contribute to the reduction of emissions and to the improvement of air quality, the DBP is currently implementing a program of retrofitting part of its vehicle fleet into a dual system: gas-fueled and LPG-fueled. • DBP to spearhead advocacy on use of LPG-fueled vehicles among industry and government offices..
Clean Development Mechanism • DBP is collaborating with other agencies in evolving modalities to implement CDM in the Philippines • DBP is currently holding seminar workshops on CDM
