  5. What is a CPE? • Comprehensive • Technical, managerial, financial • Performance • Measured against goals that EXCEED regs • Roots in optimized filter performance • Evaluation • What limits a systems performance? • What control strategies apply? • Can optimization alone achieve goals?

  6. CPE Contexts and Uses • 1) Stand-alone evaluation • By a water utility or its consultant • By a State primacy agency • 2) Part of a larger program • EPA-State area-wide optimization programs
