  3. PILLAR 1 IMPROVING THE INTERNATIONAL MANAGEMENT FRAMEWORK EU MANAGEMENT REGULATIONS UK CONDITIONS

  4. cfp reform 2 key themes • Internationally traded fishing rights • Delegation of decision making/ regionalisation of the cfp

  5. regionalisation - challenges • Legal – what is allowed under the EU treaties • Political – support for delegation of decision making • Logistical – practical arrangements for managing stocks at a regional level

  6. member state status Autonomy to set priorities, manage resources and align policies with national priorities Increased presence and influence in Europe

  7. Conclusions • The international framework for fisheries management requires dramatic and deep changes if it is to deliver a secure future for Scottish fishermen and fish stocks. • The Scottish Government should promote Scottish priorities and expertise to shape the future of European fisheries management and, with the assistance of Scottish stakeholders, build on the profile and influence already achieved. • The SFC actively supports the Scottish Government’s continued prioritisation of fisheries issues and its desire to increase the profile of Scotland in Europe and the autonomy of Marine Scotland in management of Scottish fisheries. • The fishing industry and other stakeholders should consider how best to prepare for engagement in regionalised fisheries management and with broader regional marine management plans.

  8. Key points for SFC • Does the SFC agree with these conclusions? • How can industry/stakeholders; • Support SG priorities in CFP reform? • Engage in regionalised and integrated management of marine resources?
