  2. Main objective of the workshop: Follow up on the Seminar on Joint Monitoring Approaches held in Brussels on January 19th 2009 Most of the participants in the Seminar are also part of the Aid Effectiveness Network

  3. Background information: To pragmatically address at practitioners' level the principles of alignment, harmonisation, managing for results and mutual accountability, the working group is exploring the feasibility of setting up Joint Monitoring Approaches

Background Information: The Brussels Seminar A seminar was held in Brussels on 19/01/09 with the aim of identifying interest in (and practical options for) joint monitoring approaches that involve partner governments and donors 39 people attended: 18 from other donor agencies, 13 from EuropeAid,3 from the OECD and 5 consultants/experts

  5. Background Information: The Brussels Seminar • A considerable amount of the discussion around two concepts: • What we were talking about in terms of ‘joint’ monitoring’ (issues of definition and scope)? • Whether or not this was indeed a good/practical idea to pursue

  6. Overall conclusions of the Seminar: • There is interest in pursuing the idea of ‘joint monitoring’ • We should be pursuing the development of joint monitoring ‘approaches’ rather than ‘systems’ • Further work on developing joint monitoring approaches should continue at practitioner’s level • Need to clarify the concept of ‘joint monitoring’ • Clarification also required on whether or not to focus on projects, sector programmes or general budget support • The pursuit of donor harmonisation in this area should not come at the expense of greater alignment with partner governments • Do not ‘re-invent the wheel’...

  7. Next Steps • Summary report on seminar proceedings and distribute. Done. • Provide feedback on EuropeAid’s visits to Vietnam, Ethiopia and Ukraine (developing joint monitoring approaches). Available. • Clarify the terminology / typology of what we mean by ‘joint monitoring’. Done and distributed. • Prepare a brief summary of the main existing policies/mandates that support the development of joint monitoring approaches. Done and distributed. • Collect and share more information on use of results-oriented monitoring systems by different donors, what joint monitoring they are currently undertaking, and where/how they think future efforts to promote joint monitoring approaches. Pending. • Prepare a brief comparative inventory of results-based monitoring initiatives/tools in use. Done, to be distributed soon. • Initiate dialogue with partner governments to investigate their interest/needs with respect to developing joint monitoring approaches. Pending.

  8. Other concrete outputs: EuropeAid is collaborating with BTC/CTB and SIDA to implement result oriented mechanisms (using the experience of the current EC ROM system) Thank you!
