Background • Realization that several DAQ managers were getting more senior and that there would be a turnover within DAQ in not too many years • Knew DAQ had outstanding staff and managers; but, most lacked DAQ wide experience • Need for Enhancing / Broadening Staff Experience within DAQ • Discussed possibility of rotations over 1 to 2 years – cool reaction • Established Requirements and Guidelines – Memo December 9, 2005
Conditions, Requirements and Guidelines • All Rotations are Temporary and Voluntary • Rotations will Not be Prerequisites for Promotional Opportunities – however, experiences gained are a Valuable Addition to Candidate’s Qualifications • Rotation alone will not qualify employee for pay increase, grade increase or promotion • Open to all employees • Rotations approved only if: • Helps Employee Gain New and Valuable Experience • Assure DAQ benefits • DAQ Mission is Not Diminished
Conditions, Requirements and Guidelines, cont’d • DAQ Program Needs may Limit # of Rotations at a given time • Generally, Minimum of 6 Months • All Rotations Require Total Disengagement from Existing Position and Total Immersion in New Position • Both “Giving” and “Receiving” Managers / Supervisors must Agree with Rotation • Written Rotation Plan Required • Salary and Position Grades will Not be Adjusted during Rotation • Rotations are a privilege, not a right • Director makes Final Decision on all Rotations
Experience To Date • 16 Rotation “Graduates” • 7 New Rotations to start in September • Survey of “Graduates” • Positive: All say it was Beneficial to Both Individual and DAQ • Negative: Loss of Productivity due to Steep Learning Curve and Inability to Realize Adequate “Backfill” for work left behind • Despite the negative aspects, all felt the rotation was “On Balance” worthwhile. • Frequently used term was “Absolutely” worthwhile
Quotes from Survey • Positive: • “Provided a broader understanding and appreciation of complexities of overall DAQ management” • “Allows development of relationships w/ DAQ staff I don’t normally interact with” • “With normal supervisor gone, all had to “push” themselves harder to fill vacuum he left “(Stated as an advantage) • “Something that hurts so much and doesn't kill you has to be worthwhile” • “I got a lot of stuff done” • “Absolutely worthwhile overall” • Negative: • Loss of productivity • Steep learning curve • Upon returning, a lot of catch up • Non-rotating staff impacted with extra work and need to deal with the change • Logistical headaches
