Regional Training Toolkit • This presentation aims to have an informal consultation with Shelter Meeting participants prior to finalising a regional training programme with ECHO and partners, including interested IASC Clusters • In previous Shelter Meetings, Shelter Centre has • identified a demand for regional training • outlined a proposal for regional training • Shelter Centre wants to find out what Shelter Meeting participants want

Regional Training Toolkit The objective of Regional Training Toolkit is “to strengthen the global and regional capacity of governmental, humanitarian, developmental, community based and private stakeholders through sustainable, regular, supported and consistent training in shelter, settlement, reconstruction and infrastructure, in order to save lives and relieve suffering of populations affected by natural disasters and conflict”

  7. 1. Funding Shelter Centre’s application for ECHO funding has been retained ECHO funding is sufficient to launch a pilot regional training programme over one year, starting August 2010

  11. 3. Agreed needs • In previous Shelter Meetings, participants asked for a sector training that is • standardised • regular • These needs are consistent with those already identified in the Shelter Training workshop at Shelter Meeting in November 2006

  12. 3. Agreed needs At the last Shelter Meeting in November 2009, Shelter Centre and RedR asked participants what were their expectations for training in the sector Shelter Centre made a proposal for regional training which received strong support

  14. 4. Sustainable • In the past, training has not been sustainable • little or no cost recovery • inability to reach a full range of stakeholders • lack of follow-up after training • lack of support to participants after training • lack of incentives for trainers to • continue $

Sustainable The Regional Training Toolkit will be sustainable because of 4.1Franchise A franchisedtraining can achieve cost recovery through regional partners 4.2 Consistency A training consistent with existing sector trainings can optimise the interest of the widest number of stakeholders for regional training

Sustainable 4.2 Consistency The Regional Training Toolkit is consistent with the trainings previously developed and consolidated Shelter Training (Shelter Centre/DFID) Technical Specialists Training (Shelter Centre/Global Shelter Cluster) Shelter Technical Training (Shelter Centre/IFRC) Consolidation of Global Shelter Cluster Training(Shelter Centre/UNHCR/IFRC) Regional Training Toolkit (Shelter Centre / ECHO / DFID)

Supported • There are many regional initiatives, for example in the Asia Pacific region, concerned with shelter, settlement, reconstruction and Disaster Risk Reduction (DRR) • But, • no website or resource presents information about these initiatives • no one supports these regional • initiatives in sharing skills, • capacities and knowledge

Supported • Regional Training Toolkit will be supported because of • 5.1 Continuous assessments • Regional training courses are used as continuous assessments based on regional knowledge sharing • 5.2 Online regional learning platform • Knowledge on regional priorities, capacities and resources is made available on a website

  24. 5. Supported • Regional information is obtained about: • priorities • policy, guidelines and technical tools • training courses and educational courses • capacities (including networks) • organigrams of responsibilities • existing preparedness plans and resources

Supported • 5.2 Online regional learning platform • The Regional Training Toolkit is supported by an online regional learning platform • This will be a website that regional stakeholders can upload content to • Regional information elicited during regional training courses will be made available on this website • The website may be further supported by events and CDs containing resources

Regional Shelter Centre plans to implement and coordinate Regional Training Toolkit by creating four regional hubs responsible for their region, in addition to a global hub based in Europe Once established, the four regional hubs will be responsible for organising and accrediting training within their region Proposed division of regional training hubs Global hub Europe Hub 1 Latin America and the Caribbean Hub 2 Middle East and north Africa Hub 3 Sub-Saharan Africa Hub 4 Asia and the Pacific

Plan of action • Proposed steps to implement pilot regional training • a) Develop materials for regional training of trainers and training in consultation with sector partners • b) Initiate online learning platform with partners • c) Engage regional partners to find lead host in consultation with global partners • d) Deliver training of trainers with partners • e) Run pilot regional training courses • f) Monitor regional training courses with partners and give accreditation to trainers • g) Upload regional information on online learning platform • h) Evaluate the pilot regional training programme • i) Request roll-out and identify further funding
