Defence Logistic Vision The Defence Logistic Vision envisages a highly effective, agile and networked logistic capability that underpins the operational commander’s ability to execute his mission successfully. This capability will be derived from joint, integrated and interoperable support concepts, which have been tested and developed to provide the military comander with confidence in his ability to deliver effect at the desired tempo. Success will be built on adaptable systems and force elements combined with standardised logistic processes and procedures.

Log NEC Programme - Mandate • The Programme is to deliver step change improvements in the MoD’s Support Chain information capability through the implementation of new projects and the convergence of current business processes and information systems in order to enable the achievement of the Defence Logistic Vision. • The Programme is to ensure coherence between projects, efficient and effective use of resources for development, and the alignment of all new support chain initiatives with the strategic requirement. Architectural Implications • Need to get a grip of the processes • coherence within the MOD and with OEM partners • continuous and step change business process improvement • explicitly establish the link and then manage logistic processes in the real world and those coded in logistic applications • To do this: • Information and data

Coherence Project • 2006 – MOD and Industry OEMs (original equipment manufacturers) that we had to improve information management • Jan – Apr 06: Joint MOD and Industry project to gain greater coherence at the process, information and data level • the aim was to define a joint target architecture underpinned by common processes, standards, information flows and measures of information performance; together with an agreed compliance regime. • framework designed to define a structure for the delivery across Industry and the MoD of information capabilities in support of the full range of logistics support arrangements, in such a way that they can be integrated (at minimum cost and risk) with current and future MoD and Industry systems. • Functional model – defining activities and information flows • the activities needed to undertake an output and the information needed to undertake the activities • MOD and Industry would each have their own business processes – but by agreeing a common information architecture we would improve the ability to work together and seamlessly share information

Outcome – logistic coherence information architecture (LCIA) - http://www.modinfomodel.co.uk • Functional Business Process Model with the supporting standards mapped to the information exchanges • Provides a clear ‘to-be’ architecture • The architecture simplifies the design and definition of future Contractorised Logistic Support contracts which underpin the logistic transformation process and reduce the time for initial engagement between IPTs and their Industry partners • It allows Industry CLS providers to directly map their own business processes to a common logistics model • The architecture, which is standards driven, establishes a common language for describing information needs. • Furthermore, it reduces costs for both the MoD and Industry by promoting the re-use of data exchange mechanisms.

  11. Coherence Project The following graphics illustrate the development of the final deliverables for the Coherence Project and how the various elements fit together. The graphics are snapshots, from the MooD Tool, and accurately reflect the look and feel of the final product. Key Output 1: High – Level Business Activity Model – Captured in the MooD Model Enterprise Level Level Zero Level One The deliverables are founded on a jointly agreed Business Process Model broken down as follows: • A High Level functional breakdown of end-to-end logistics: Functional Breakdown View. • Decomposed into varying levels of detail required to capture the information exchange requirements: Levels one ,two and three – in hierarchal relationship. Standards The standards: • The following information standards have been identified and agreed as the core engineering support and supply chain standards: • ISO 10303 – AP 239 PLCS; • OAGIS; • ASD 1000D supporting technical documentation requirements. • These have been identified using the following criteria: General: • open, • interoperable, and • internationally accepted. Applicability: • across the manufacturing and service industries, • along the global supply chain from supplier to consumer, and • throughout the life-cycle of products, where this may decades.

  15. 2007 - 2008 • Increasing maturity of the Log NEC Programme: • significant improvements (reduction in time to deliver solutions to requirements) as a result of adopting model based requirements development • better Programme governance and improved use of the logistics coherence information architecture - greater reuse of applications and information components • benefits in excess of £45m • increased awareness of the business/operational benefits that would result from extending the Log NEC architecture framework to integrate business, information, data and technical architectures/artefacts • SOA Pilots had demonstrated the operational benefits of adopting SOA but also highlighted the greater discipline required to make a Service Oriented approach work • all the advice (Gartner and others) pointed to the requirement to strengthen architecture maturity and the organisational capability to develop, improve and sustain the architecture…….

To deliver and manage a Log NEC Prog portal to provide access to and interaction with relevant logistic information assets (information and content, applications and business processes), knowledge assets and human assets by select targeted audiences, delivered in a highly personalized manner. However……………….. • Agility, responsiveness and affordability of logistic optimisation/transformation initiatives undermined by legacy applications and their support arrangements: • 250 applications - the ‘N squared problem’ • P2P networks are governed by the formula N(N-1)/2, where N equals the number of applications - The N-Squared Network Model. For example: 10 applications will result in 45 P2P connections. • In the case of the Log NEC Programme: 265 (265-1)/2 = 34,980 connections • applications supported and delivered by 50 different contractor organisations, through over 120 contracts • The Future Logistics Information Services (FLIS) Programme – consolidate support into a single ‘delivery partner’ integrated within the Log NEC Programme and directly supporting the drive to improve logistic information services capability.

Apr 2008 • Chief of Defence Materiel – decision to accelerate and strengthen the Future Logistics Information Services Project • 1* Head, strengthened team, industry OEM involvement • The Future Logistics Information Services (FLIS) Programme • £2bn over 10 years • due diligence a requirement for any outsourcing initiative • with over 250 applications this was and is a massive undertaking • decision to use FLIS as a vehicle for extending the architecture framework and toolset as part of the due diligence exercise • the requirement to rationalise and reorganise the MOD business teams as part of FLIS provided the opportunity to strengthen key functional areas in the Log NEC Programme – particularly the architecture team
