Sampling issues in the evaluation of axis 1 and 3orWho is studied?
1. Problems related to data in official records • Measures in axis 1 and measure 311 in axis 3 are mostly targeted towards farmers. • To evaluate measure 112, 124 and 311 the intention is to use FADN data (at least for some of the questions)
Measure 112, question 4 To whatextent has the aidcontributed to improving the competitiveness of the agriculturalsector? Suggestedmethod: Regression analysis of how the measure has impacted on the profitability and/or economicefficiency of the farms, based on FADN data
Measure 124, question 1 and 2 To what extent has the support enhanced market access and market share for agriculture and forestry primary products through the development of new products, processes and technologies by means of cooperation of product line actors? To what extent has the support contributed to improving the competiveness of the agricultural, forestry and food sector?
Suggested method: Regression analysis of how the mesure has impacted on the number of income sources Regression analysis of how the measure has impacted on the profitability and/or economic efficiency
Measure 311 Diversificationtowards non agriculturalactivities Diversification and development of the rural economy Suggestedmethod: Regression analysis of how the measure has impacted on the existanceof new ventures Regression analysis of how the measure has impacted on the extentof new ventures
Pros of data and method: • Possible to make the evaluation contrafactual • Rich and detailed data -> possible to evaluate the included farms in detail Cons of data: • Not all types of targeted firms are included. • Measure 112 and 311: Farms with reindeers • Measure 124: Specialized forestry farms, firms in the industry
2. Problems related to questionnaires Measure 312 and 313 in axis 3 are targeted towards rural micro firms (mikroföretag) Data for the evaluation of these measues will be collected via questionnaires
Measure 312 To what extent has the support contributed to promote diversification and entrepreneurship? To what extent has the support promoted additional employment opportunities in rural areas? To what extent has the support contributed to improving the diversification and development of the rural economy To what extent has the support contributed to improving the quality of life in rural areas
Measure 313 To what extent has the measure contributed to increasing tourism activities? To what extent has the measure promoted additional employment opportunities in rural areas? To what extent has the measure contributed to improving the diversification and development of the rural economy? To what extent has the measure contributed to improving the quality of life in rural areas?
Suggestedmethod: Statisticalcomparisonbetween a sample of firms that havereceived the support and a sample of firms that couldhaveapplied for the support but that have not done so. Regression analysis of how the support has impacted on the aspectsasked for in the evaluationquestions.
Pros of method: • The evaluation is made contrafactual Cons of method: • Difficulties in defining the reference group. • A suggestion is to draw a sample from micro firms that are situated in municipalities where the main urban area has less than 10 000 residents. To avoid the city areas, the countis of Stockholm, Malmö and Västra Götaland will be excluded.
Questions • Is it alright to exclude firm types that are not in official records from the analysis? (They will be included in the indicator material obtaind from Board of Agriculture) • What do you think of the suggested sampling strategy to obtain a sample of micro firms?
