Is it really a problem? • Overall HDI can mask inequalities in a country between men and women • HDI of .99 doesn’t mean women are treated as fairly as men • The UN has not found a single country where women are treated as equally as men!
Measuring Gender Equality • Gender-related Development Index (GDI) • Compares women’s development to men’s • Gender Empowerment Measure (GEM) • Participation in economics or politics (positions of power) • Both created by UN
GDI • Uses same indicators for HDI, except it focuses on comparing the status of women to men • Per capita female income as a % of p/c male income • # of females enrolled in school compared to # of males • % literate females compared to % literate males • Life expectancy of females compared to males
GEM • Ability of women to improve status • Fewer women than men hold positions of power in both MDCs and LDCs • Calculation: 2 economic, 2 political indicators • Economic: • P/C female income to P/C male income • % of professional and tech jobs held by women • Political: • % of administrative jobs held by women • % of national parliament (Congress) that are women
Overall • Complete equality/empowerment would receive scores of 1.0 • Every country has a lower GEM then GDI • Higher scores in MDCs, lower scores in LDCs • To promote development, LDCs seek to improve on these indicators (of GDI and GEM) • This was an MDG more empowerment and equality for women = development!
Questions • What do high scores in each GDI and GEM represent? • What regions would have high scores? Low scores? • If a country scored a .7 GDI and a .3 GEM, what does this tell us about women in that country? • What indicator do women do betterthen men?
