A comprehensive inventory of user requirements and benefits for elevation data National Enhanced Elevation Assessment (NEEA) • Conducted in 2011 – 2013 • Data collection • 34 Federal Agencies • 50 States • Local Government, tribal, private, not-for-profits • Results • 602 Mission critical activities that need significantly better data than are currently available • Between $1.2 billion and $13 billion in benefits annually • Increases in Presidents budget in FY14 and FY15 • http://nationalmap.gov/3dep

Background 3D Nation Requirements and Benefits Study • The National Enhanced Elevation Assessment (NEEA) ultimately resulted in the 3DEP program • 3DEP is in the production phase of its 8-year program to deliver QL2/IfSAR elevation data across the U.S. and territories • Needs update on user requirements and benefits for existing and future program management • The National Coastal Mapping Strategy 1.0 calls for a NEEA-like study to understand the costs and benefits of comprehensive ocean and coastal mapping and its contribution to the 3D Nation vision of a seamless elevation dataset from mountains to oceans

WHO: • NOAA • USGS • USACE • NAVO • BOEM • NSF • NGA • USCG • EPA • FEMA • NASA • and other appropriate Federal agencies involved in ocean and coastal mapping. • Co-chaired by NOAA, USGS, and USACE • Charged with facilitating “the coordination of ocean and coastal mapping activities and avoid[ing] duplicating mapping activities…”

National Coastal Mapping Strategy 1.0Coastal Lidar Elevation for a 3D Nation • Four Components: • Regional Coastal Mapping Summits for coordination • Common standards – Bathy Quality Levels aka 3DEP topo QL’s • Whole life cycle approach to data • R&D on new tools/techniques for data collection and use 3D Nation? Refresh cycle? ROI? NEEA-like study?

Design – Feb 2017, Implementation Fall/Winter 2017 Study Process • Task 1 – Survey thru raw results • Task 2 -- Assessment of raw results and validated requirements – Federal, select not-for-profit and private company requirements • Task 3 -- Assessment of raw results and validated requirements – State, local, tribal govts • Task 4 – Report: Analysis of Mission Critical Activities and associated 3D elevation data req/benefits, also summarized by Business Use • Task 5 – Report: Analysis of Business Use data by different government sectors, industries; tools for program scenarios • Task 6 -- Program implementation scenarios addressing technical, risk, and benefit-cost considerations Green = Task Funded

Implementation Fall/Winter 2017 Next Steps • Building on lessons learned from original NEEA, Florida study, etc. • Will work with federal agencies, states, academia, industry to implement survey • 3D Data (Topo, Topo/Bathy, Bathy) contributes to all of our programs • Will seek FY18 contributions to result in final analyses • HSRP input welcome on: • Id’ingparticipants • Helping us encourage participation • Taking the survey yourselves • Valuation provides justification for increased acquisition of elevation data
