NATP Project: Organisation and Management Sub Project: Institutionalization of Research Priority Setting, Monitoring and Evaluation and Networking of Social Scientists Partners: NCAP, IASRI, NAARM
PME • Priority Setting, Monitoring and Evaluation mechanism would assess • research efforts against well-defined targets • avoid duplication of research efforts • provide feedback to research planning process • establish link between performance evaluation and incentive mechanism. • This PME activity has been implemented by integral efforts of IASRI, NCAP and NAARM.
PME Component at IASRI The main activities under this component were : • Development of monitoring mechanism. • Development of monitoring indicators at different operative levels. • Development of Project Information and Management System (PIMSNET) and linking it with Internet. • Training workshops on monitoring and PIMSNET. • Establishing network of agricultural statisticians and economists.

General Reports • Report containing email, fax, phone, and address of all institutes/regional centers/SAU. • Reports on list of all projects in different agro-ecosystems, production systems, research modes and thematic area in one or more production systems/agro-ecosystems. • Investment in different thematic areas, production systems, agro-ecosystems. • List of all projects matching with a particular keywords in its title / objectives. • List of all institutes/regional centers/SAUs where investment is made.
General Reports • Total no. of projects running in a particular institute/regional center/SAU. • List of all projects sanctioned or going to complete in a particular year. • List of all projects under which a particular person is engaged. • List of all PI s with general information. • List of all the workshops in a particular year/quarter. • List of scientists deputed for short/ medium/ long term training.
PIMSNET Project Information & Management System on INTERNET
Development of PIMSNET • Project Information & Management System Network (PIMSNET) is an on-line web enabled system and has been implemented on the Web and is available athttp://www.pimsnet.gen.in • It facilitates information on general guidelines for operation, management and monitoring of the projects; project details; expenditure management; and reports and queries. • It provides online monitoring and concurrent evaluation of 845 NATP sub projects.
Guidelines for Monitoring and Concurrent Evaluation of projects under NATP were framed • Monitoring hierarchy – for each research mode • Monitoring indicators – physical, technical and financial • Monitoring period – Half yearly and annual • Scheme for Quantification of Monitoring Indicators and Scoring for Performance- self, PIMSNET performance rating, PRT • PIMSNET has the module on M & CE based on these guidelines to track the progress of projects • to see the inputs, work schedules, other required actions, outputs are proceeding as per plan • feed back to initiate timely actions for correctingdeficiencies in the implementation process
