2. HISTORY Date of Registration : 14.06.1986. Date of Starting : 18.06.1986. Area of operation : Entire Union Territory of Puducherry.

3. objectives • To collect Deposits & Loans. • To Grant Loans: • Construction of new house / Purchase of Ready built house / Flats. • Improvement or additions to existing houses (Vertical / Horizontal). • Purchase of house sites. • Repairs, Renewals, Additions, Expansions & Improvements to existing house or Flat. • Redemption of Loans obtained from any other institutions. • To carry out Buying, selling, Hiring, Letting & Developing of Land. • To construct and Sell houses, Flats, Residential, Shopping and Office Complex. • To purchase and sell building materials. • To undertake Job works. • To inspect the affiliated primaries.

4. objectives To serve, guide and Promote housing cooperatives. To undertake purchase of lands through direct negotiation or through acquisition. To provide technical, engineering and Architectural consultant services. To extend legal assistance. To organize seminars, conferences and training programmes. To plan for the construction of low cost houses. To improve social, moral and economic conditions. To encourage mutual help and cooperation among the members.

5. management Federation is managed by the Administrator from 01.07.2007. Last election was held on 29.05.2004.

22. Achievements & credits • Special collection drive made during March 2012 and a sum of Rs. 4.00 Crores was collected from the Members. • A decision was taken at high level meeting chaired by Hon’ble Chief Minister that, the entire Principal, Interest and Penal Interest has to be waived to the Low Income Group (LIG) loans and Penal Interest of HIG and MIG will also be waived to the members of Primary Co-op. Housing Societies. • Four storied housing flats are proposed to be constructed at Muthupillaipalayam. Necessary approval has already been obtained.

23. Issues and challenges • Poor collection against Demand due to announcement of waiver by the Govt. in the year 2006. • Overdue position mounted. • Borrowings could not be availed due to falling of recovery. • Mismatch of interest between the loans availed from Bank of India on floating rate and the lending at fixed rates to the members. • Non availability of land for new housing schemes. • Private Real estate competition.

24. Remedial measures Special Collection drive. Persuasion and Legal action. Availing of required loan from Financing Agencies from LIC/NHB. Enhancement of Interest rebate for prompt repayment at 2% more than the existing rebate amount. Exemption from stamp duty and Registration fees for execution of deeds in favour of the Financing Agencies. Enhancement of Interest rate on par with the borrowings interest rate. Allotment of 30% of land acquired by the Govt. as in force from certain States. Investment of more Share Capital by Govt. to increase the borrowing power. VAT exemption for Housing projects.

25. Projects in pipeline • Four storied housing flats are proposed to be constructed at Muthupillaipalayam. Necessary approval has already been obtained. • Proposed to purchase of land at Karaikal, Rainbow Nagar, Villianur etc., • Another four storied housing flats are proposed to be constructed at Muthupillaipalayam.
