Southwark’s Carbon Reduction Strategy (2011) CO2 emissions from the council’s operational estate (including schools): Reduce by 26.6% by 2016 from the 2008/9 baseline Need to eliminate 10,916 tonnes of CO2 Carbon Reduction Commitment – adds £12 ‘tax’ to every tonne of CO2 we emit. Escalating to nearer £30 by 2020. Schools contribute half of all our operational emissions

Low Carbon Schools Programme Identifies and helps to fund ‘quick-win’ energy efficiency improvements within schools Potential for reducing your energy bills by several thousand pounds Gas predicted to rise by 16% between now and 2017 Electricity predicted to rise by 17% in same period Any reductions in your emissions now will save you more and more each year as rates rise

What we can offer Energy audit of heating and lighting systems undertaken by Corporate Facilities colleagues Audit recommends any improvements that could be installed that would pay for themselves in energy savings in under five years We will provide funding for 50% of the installation cost of any agreed measures – halving the payback period We will also cover 100% of the Corporate Facilities management fee (usually 10% of the installation cost)

Typical installations and the savings they can offer Case studies of the most common energy conservation measures that we have installed or agreed to install with schools Assumed 275,000 kWh annual gas consumption £8,525 gas bill Assumed 117,000 kWh annual electricity use £12,935 electricity bill

  6. Boiler Controls20% saving on gas consumption Optimise the boiler system to ensure that it only provides heat when it is required, and to the right temperature Uses variables such as the ambient external and internal temperature to determine optimum start and stop times for firing

  9. Insulated Valve Jackets10% saving Normal cost - £1,750 plus £175 management fee With our funding, cost to school drops to £875 Potential savings on your gas bill over a five year period of £4,675 Valve jackets pay for themselves in just over a year

Lighting ImprovementsUp to 20% saving on electricity use Replacement of older style ‘T12’ fluorescent lamps with more energy efficient, longer lasting ‘T5’ lamps Installation wherever appropriate of passive infra-red ‘PIR’ motion detectors. Helps to significantly reduce unnecessary lighting use.

  11. Lighting ImprovementsUp to 20% saving Normal cost £18,000 plus £1,800 fee (based on two floors) With Low Carbon funding, cost to school falls to £9,000 Over a five year period, the new lighting system could save you £14,227 Installation pays for itself in just over three years

Corporate Energy Contracts Council procures gas and electricity through a bulk buying energy group: LASER Administered by Kent County Council, buys energy worth £400 million each year, for 120 local authorities Flexible procurement contracts – energy bought up to 4 years in advance, when markets are at their most favourable

  14. LASER – Key Advantages LASER fully validate all invoices before they come to you. Up to 20% of supplier prices and invoices are found to be incorrect. Full support from the council’s Energy Team for any queries regarding your energy supply and usage Buying energy in the way they do smoothes out any price changes, giving you much more certainty over what your rates are likely to be. Much cheaper energy costs than buying directly from suppliers Over the long-term prices are on average 20% less than if you go direct.
