Project Background • Purpose: To gain knowledge of expected roles and responsibilities of current Career and Technical Education (CTE) administrators • Data Collection Procedures: Our group came up with a list of questions regarding CTE administrators roles and responsibilities and interviewed 3 incumbent CTE Administrators

Variation of Roles/Functions • Ernestine Woody-Bethune and Donald Wade interacted more with students on a daily basis as oppose to Rob Aguis didn’t really interact with students. • Rob Aguis’ work environment was more calm and quiet, whereas Ernestine Woody-Bethune and Donald Wade’s were more in the school system and schedule was inconsistent. • Ernestine Woody-Bethune dealt with irate parents, whereas Donald Wade and Rob Aguis dealt more with policies and procedures.

What challenges do administrators face? • Malpractice Issues • Shortage of funding • Perception of Career and Technical Education • Non-flexible schedule • Maintaining communication at both the local and district level • Constant changing legislation • Ability to directly reach high school students • Foot in door to promote alternative pathways other than college • Connecting with students • Reassuring students that future career certificates can lead directly to jobs Maintaining

Operational definitions of major lines of roles and functions: • Bridge communication between students, parents, community, staff-Make sure all parties have knowledge of what’s going on and changes that are being made • Provide new ideas for the future-Use current knowledge to encourage positive changes that can be made in CTE • Create ways to earn more funding • Create positive image for CTE-show how it relates to the real world and provide examples of how students can obtain well-paying jobs right out of high school and that they may not necessary have to choose the college path

What kind of responsibilities should be delegated? • Assign Duties to the Individual Best Suited for the Project • Appoint contact person for communication • Create appropriate training schedule for personnel • Appoint a group of support staff to monitor federal, state ,and local policy updates • Research possible funding opportunities

Benefits of Delegating • • Provide professional growth opportunities• Develops staff’s professional knowledge and skills• Elevates self-image and ultimately self-esteem• Enhances their confidence and value to the organization• Brings them personal satisfaction and a sense of achievement• Gives them opportunities to be involved with decision making which in turn leads to more commitment and increased morale

  15. Do administrators really have to “Know it All” to succeed? • No, but be willing to learn and grow. Always be open to suggestion and don’t be afraid to be opinionated when needed but also be able to be objective.

CTE Administrator Job Description • Instructional Management • Work to ensure that student progress is evaluated on a regular, systematic basis, and that findings are used to make career and technology programs more effective. • Facilitate planning and application of technologies in career and technical education program. • Identify and define local job opportunities for students. • Evaluate and recommend improvement in the purpose, design, materials and implementation of district career and technical education programs and facilities. • Policy, Reports, and Law • Make recommendations to improve policies and procedures • Implement policies put in place by both the federal and state laws • Budget and Inventory • Ensure that CTE programs are cost effective • Ensure that CTE programs funds are allocated appropriately • Approve necessary changes to needed to be made to the budget

CTE Administrator Job Description • Personnel Management • Plan, schedule and assist with the work of support staff, resource management, time management • Recruit and train new personnel • Communication and Community Support • Partnerships • Provide career, scholarship, and program information available to students • Serve on various CTE communities as an educational leader • Supervisory Responsibilities • Supervise support staff • Delegate responsibilities accordingly to support staff • Evaluate the performance of support staff

Conclusion • After conducting interviews of Career and Technical Education administrators, we have concluded that there are both positive and negative benefits of becoming an effective administrator. There are several qualities that a CTE administrator must possess. For instance, one must be capable of communicating effectively, have the ability to work well with others, ability to focus and pin point a common goal, be able to negotiate, increase public awareness of CTE programs, and be able to make good decisions. It is clear across the board of the CTE administrator interviewees that public awareness , funding, and communication was at the forefront of the concerns that may hinder the future growth of CTE.
