How to Submit Bids For Conventional.. • All Bids let by FDOT Central Office will be submitted electronically using Bid Express. • Bid Express may found by going to www.bidx.com • Get all FDOT proposal and amendment files • Calculate error-free bids • Save time attributed to human errors and miscommunication • Save money lost to letting day travel costs • Submit your bid securely over the Internet • Instructions for using Bid Express may be found at http://www.dot.state.fl.us/cc-admin/InternetBiddingInfo.shtm
How to Submit For Design Build.. • ADJUSTED SCORE METHOD • Prime Contractor for the Design Build Team will submit a Letter of Interest • The Department will Longlist a maximum of 10 and a minimum of 3 teams • The Department will then Shortlist a minimum of 3 teams to submit proposals • A Pre-Proposal meeting will be held with the Shortlisted teams • Responsive Proposals will be individually reviewed and scored by the Technical Review Committee • Oral Interviews may be held • Technical Scores are announced & Price Proposals are submitted and opened • The Price divided by the Technical Score = Adjusted Score • Final Selection meeting is held and the team with the lowest Adjusted Score is awarded the contract
How to Submit For Design Build.. • LOW BID METHOD • A Pre-Bid meeting may be held with the Design Build teams • Price Proposals are submitted and opened • The proposal and design concept of the lowest bidder will be individually reviewed for responsiveness • Selection meeting is held and the team with the lowest bid and responsive proposal is awarded the contract

Prequalification Information - Construction • Florida Law (Chapter 337.14 F.S.) And Rules of the State of Florida, Department of Transportation, Chapter 14-22, require contractors to be prequalified with the Department in order to bid for the performance of road, bridge, or public transportation construction contracts greater than $250,000. Prequalification is accomplished by using an application process. Prequalification Information - Consultants • Rule 14-75 requires that Consultants that desire work with the FDOT must be pre-qualified.
