Procurement Principles • Open to all who are eligible • Provision of information to interested parties • Transparent - scoring methodology and scores set out in documents • Objective process • Consistency of assessment • All bidders treated equally • Feedback given at both stages written for PQQ and face to face at tender stage
UK Anti Bribery Act 2010 • Offence of bribing another person • Offence of being bribed • Bribery of a foreign public official • Failure to prevent bribery • Applies to all UK registered organisations in any country in which they are doing business.
Eligibility Requirements • Currently delivering vocational training in Northern Uganda • Currently teaching or have ability to teach non formal courses in Northern Uganda • 3 years prior experience of delivering vocational training courses • Be registered with the URA and have paid all tax due/ or be exempt • Have three years of audited accounts • Key directors /partners not be the subject of criminal prosecutions.
What lot to apply for? • The area in which you operate • Only one • Sub-regions are fixed but proposed location may vary but bidders must show how they’ll cover the youth in proposed location • Can apply for a neighbouring lot if you know that you can cover the geographical requirement in that area.
The PQQ • Provides information on experience and current circumstances • Topics assessed: • Legal status • Professional conduct • Governance • Experience • Financial standing • Staff and Physical Resources • Management and Performance Systems • Policies Procedures and Publicity • Service Delivery and Development • Everyone who is shortlisted should be capable of providing the service!

Selection of Shortlist • Assessed and scored by VSO programme staff , financial staff and overseen by independent observor • Results ratified by Deputy Country Director • Those shortlisted will have to pass minimum criteria and score 50% overall • Maximum of 3 for each lot • Could be less – just 1 per lot • If no one scores 50 % will have to directly approach people • Will feedback to all scores in relation to others – anonymously
Tender • Tender return - sets out the tenderers proposals as to how they will deliver the service and at what cost • Tender documents will include : • Service Requirements • Tender terms and conditions • Proposals required from bidders • Financial and activity spread sheet • Legal agreement • Financial conditions
Capacity Assessment visits • A half day visit to each tenderer during the tender period • A standard questionnaire to be filled in at the shortlisted VTI by the procurement team • Within tender period on : • Financial capacity • Monitoring and Information Capacity • Resources • Leadership • Student views
Interview Purpose : • To provide clarification on proposals and results of visits • To meet the proposed Gateway Team • Standard questions asked and scored
Final selection • All elements scored and aggregated by programme staff, financial staff and consultants • Full feedback will be provided to all tenderers
