  2. What is Strategic Planning? • Strategic planning is defined as a systematic process for managing a state, or agency, and its future direction in relation to its environment and the demands of its external constituencies.

  3. The phrase “strategic planning” is often used interchangeably with the term “long-term planning” because of multi-year timeframe.

  4. Unlike strategic planning, however, long-term planning, or a futures project, deals primarily with vision, goals and objectives without specific implementation strategies, action plans, timeframes, performance measurement or progress evaluations.

Why Strategic Planning? • To provide a clear articulation of the vision and mission of a state government (or agency) with a sense of priorities, goals, objectives and tasks. • To provide an opportunity to reflect on the context within which the state government (or agency) will operate in the future.

To improve communications to achieve more effective coordination within a state government (or agency). • To provide specific goals and objects to be measured for more for effective and efficient operations of state government (or agency). • To provide a coherent view of the state government to various stakeholders, including the governor, legislature, courts, local governments, private sector, civic groups and citizens.
