DPG-E matrix Support to environment, natural resources and climate change Mikkel Johannessen Chair DPG-E Embassy of Denmark
Ideal and real (in environment and natural resources) • What we say: • We do well in Tanzania in implementing the framework of the Paris Declaration • The reality in environment, natural resources and climate: • Major challenges in coordinating 11 development partners and 3 (4) Government Ministries
Coordination & Harmonisation • We have: Large number of uncoordinated initiatives • Forestry: 14 • Wildlife & Wetlands: 19 • Environment: 17 • Climate change: 20 • Pooled funding: In forestry only • We need: Commitment from donors to coordinate support between environment and natural resources and between mitigation and adaptation in climate
DPG-E – Government relation Forestry EWG
DPG-E Challenges • 11 Development Partners (counting 1 UN) • 3 key Government Ministries to relate to plus civil society organisations • No secretariat • More coodination between donors on sector focus required • More effective dialogue structure with Government partners
Proposed responses to the challenges of the DPG-E • Align structure of DPG-E with GOT structure to increase effectiveness in DP – GOT dialogue • Environment, natural resource management, climate • Have donors to accept coordination and to move towards pooled funding mechanisms • Environment • Natural resources • Climate mitigation and adaptation • DPG-E secretariat • Fisheries to become part of DPG-Agriculture
