Reasons for the IPC Reform IPC Crisis at the end of the XX century • IPC was designed for manual searching • Searching requires the use of several editions • IPC - a compromise between large and small patent offices: • - not sufficiently detailed for large offices • - too complex for small offices
IPC Reform Launch of the reform at WIPO’s initiative • March 1999: IPC Committee of Experts decides to start fundamental redesigning of the IPC • September 1999: the Assembly of the IPC Union confirms this decision • March 2000: the strategic plan for the development of the IPC is approved
