  1. Grand forks AFB Enhanced use lease Community / Military Partnering Presentation to: Association of Defense Communities John Schmisek Grand Forks County Commissioner

  2. Project overview County proposed an EUL for 225 acres for a commercial business park on Grand Forks AFB Air Force accepted proposal on sole source basis County and Air Force have executed a term sheet for the deal and final lease negotiations are underway

  3. What is Grand Sky? A 225 acre business park focused on the development and operation of unmanned air and ground systems for the UAS industry Approximately 1.2 million square feet of offices, hangars, data centers and high-bay shops An investment of roughly $300 million in facilities and infrastructure over the next decade Approximately 3,000 jobs

  4. Our concept Develop a business park focused on the unmanned systems industry to support all aspects of their use from development through operations and data processing and management Create opportunities to utilize unmanned systems in new ways to support non-military uses such aslaw enforcement, agriculture and energy Invest in the development of new data management protocols and processing to manage and effectively utilize the increasingly large data streams developed by unmanned systems

  5. Partnership The EUL allows the County to indirectly invest in the base Most of rent paid to Air Force will remain at Grand Forks AFB The location of commercial businesses on the base can create value for both Air Force and County Future possibilities of paying land rent to Air Force through Section 331 type service agreements
