UPDATED TESTING PROCEDURES Health Certification Project March 15, 2012 Revised April 12, 2012 www.okhcp.com
HCP Testing Changes • Approval letters and Retakes • Changes in Identification Requirements • Goodbye Combo! • Training Programs • Testing Issues • Newly trained candidates • Deeming • Process for Updating Materials • Other Issues • Private Security • POSSE
OSDH Approval Letters & Retakes 3 attempts at both clinical skills and written exams: Candidates seeking certification as a nurse aide for the first time who have completed an approved training program OR received a Training Exception/Approval to test from OSDH 1 attempt at the clinical skills and written exams: Nurse aides who failed to renew their certification but have received Approval to test from OSDH so they may bring their certification current
OSDH Approval Letters & Retakes How does the test site know how many attempts the candidate has? The Approval letter from OSDH identifies the test(s) the candidate may take and how many attempts the candidate has. Bottom line: Pay close attention to the Approval letters being provided by candidates!
Identification Requirements OLD: Candidates must show original Social Security Card or Taxpayer Identification card NEW:Candidates must present original proof of Social Security number or Taxpayer Identification number (i.e. card, paystub, other ID bearing SSN). • Photocopies are not accepted – no exceptions! • Applies to all testing where the Social Security Card was previously required – not just nurse aide
Identification Requirements OLD: Candidates for CMA and Advanced CMA were required to show cards issued by the Oklahoma Nurse Aide Registry. NEW:Candidates for CMA and Advanced CMA may present either a card issued by the Oklahoma Nurse Aide Registry OR verification of their certification through the Registry’s online lookup system.
Goodbye Combo! Why? According to the rules and regulations, there is no such thing as a “Combo” training program; therefore, OSDH does not have the authority to approve (or regulate) “Combo” training programs. What will happen to “Combo” training programs? • Closing out Combo training programs or transitioning them to Long-Term training programs that may/may not offer deeming • No specific timeline for when the phase-out of Combo programs will be complete
Goodbye Combo! What does this mean for testing? Effective April 15, 2012: • Students seeking certification in Long-Term Care or Home Health Care will be required to take a clinical skills examination that satisfies the requirements for Home Health Care certification • The clinical skills exam for Long-Term Care or Home Health Care will contain eight skills: Handwashing, Ambulating with a Gait Belt or Transfering from a Bed to a Wheelchair, Performing Range of Motion, Taking Temperature/Pulse/Respiration, Taking Blood Pressure, and three (3) other skills as outlined in Appendix A of the HCP Candidate Handbook.
Goodbye Combo! How will students from Combo programs be tested? Effective April 15, 2012: • Upon completion of training, students in Combo and Long-Term Care + deeming programs will take the Long-Term Care/Home Health Care clinical skills exam. • If the candidate passes the clinical skills exam, he/she will take the Long-Term Care written certification exam. • If the candidate takes/passes the Long-Term Care clinical skills and written exam, he/she may be deemed onto the registry as a Home Health Care Aide (5I in the online system).
Goodbye Combo! Do candidates have to take another clinical skills exam when deeming? NO - candidates who have taken the Long-Term Care/Home Health Care Aide clinical skills exam have already satisfied the competency evaluation requirements for deeming. Do candidates have to wait until they receive a card from the Registry to deem? NO – verification that the student has taken/passed the LTC written certification exam is sufficient.
Deeming LTCA to HHCA What if a newly trained LTCA candidates wants to deem onto the Registry as a HHCA? With documentation of completion of the 16 hours of population-specific training required in rules and regulation, these candidates will be allowed to deem onto the Registry as a HHCA without additional testing.
Deeming LTCA to HHCA What about candidates who are certified as a LTCA, attended an employer-based 16 hours of training, and want to deem onto the Registry as a HHCA? Although these candidates may not have been tested as rigorously as LTCA candidates will be from this point forward, it has been determined that the previous testing was sufficient to demonstrate competency. They will be allowed to deem onto the Registry as a HHCA without additional testing.

Other Testing Issues Private Security • CLEET maintains content -- outdated questions will be addressed this summer • Candidates who are required to take multiple tests may do so on the same day. • Results are sent to CLEET twice weekly, typically on Mondays and Thursdays.
Other Testing Issues Oklahoma POSSE • Results delivered by email; therefore, candidate must input email address correctly • Accurate billing depends upon correct test being selected: • Post-Hire • Must present commission card issued by hiring department with designation “Full Time Peace Officer” • No charge to candidate for first two attempts; candidate must pay for third attempt • Pre-Hire • Testing must be paid for by candidate (or hiring department has made arrangements to pay for testing)
