  2. Section 319 Non Point Source Program WVCA is the primary entity responsible for the implementation of the: • Agriculture Components • Construction Components of the Section 319 Non Point Source Program and for coordinating and implementing water quality improvement projects.

  3. Conservation Specialists - Lead for Project Teams WVCA Conservation Specialists (CS) provide support to: • Volunteer Watershed Associations • Education of Citizens on Non Point Source Pollution Issues • Identify Local Stakeholders Partners and Funding Sources • Take the Lead for Project Teams Consisting of Community Stakeholders to Place Projects on the Ground.

  4. Conservation Specialists – Direct Service Providers The CSs serve as direct service providers and help coordinate assistance from other sources to watershed organizations and landowners. WVCA supports statewide efforts to address nonpoint pollution through the coordination and implementation of projects addressing: • Runoff • Erosion and Sediment Control • Stormwater Management • Nutrient and Pest Management • Stream Cleanup • Riparian Demonstrations • Streambank Stabilization • Pre and Post Monitoring • Watershed Assessments • BMP Selection and Installation • Availability and Types of Conservation Programs • Financial Assistance • Water Quality Improvements

  5. WVCA / Conservation Districts The Conservation Districts have various programs that the CS play a critical role in delivering such as: • Lime Program • Multi-flora Rose • Autumn Olive • Calibration & Utilization of Rental Equipment

Outreach & Education Education is provided on many NPS topics through: • Distribution of Publications • Conference Presentations • Watershed Models • Hands-on Field Days • Articles • Demonstration Sites • Presentations to Schools • Community Groups • Watershed Associations • Landowners • Land/Resource Users • Professionals • Local Farmers • Developers • Contractors • Engineers • Government Representatives • General Public • Staff

  7. Technical Assistance withBest Management Practice (BMP)Selection The WVCA Conservation Specialists provide technical assistance with BMP selection, as well as assist with the writing and review of erosion and sediment control plans for adequacy on construction sites under 1 acre.
