What are the immediate priorities for the global coalition? • Communication on the current membership of secretariat and associated technical advisory body with transparency on membership ensuring civil society participation. Are the other multi-sectoral bodies represented? • Formal communication from Secretariat at two levels • Head of state – linking to HLM • More technical summary of meeting to Minister and the delegates • Countries should validate dashboard data so there is a global baseline. Want to emphasize that dashboard should utilize existing reporting systems. • UNAIDS / Secretariat should prepare global report on “state of readiness” on the rollout of prevention roadmap based on country consultations. • Secretariat should provide feedback on issues tables during these two days – e.g. multi-sectoral issues, financing.
How do we move from country consultations to roadmap implementation? • Comprehensive debrief to all stakeholders at country level. • Institutionalize the commitment (roles, responsibilities, coordination, leadership, accountability, reporting) • Prioritize critical interventions that will make the biggest difference at country level. Identify minimum services packages based on global best practice. • Develop a costed plan to fast track implementation of the roadmap with clear articulation of what needs to be done differently to reach the targets. Amount for community led response must be identified. • Align country targets with HLM targets. • Integrate roadmap into existing country strategies and structures. Explore and optimize existing funding within the system and identify gaps. • Where funding gaps identified can unspent funds be reallocated? • Identify policies and laws that need to be aligned with the roadmap
What support will countries need? • TA for target setting and issues/potential barriers that could affect reaching the targets. • TA to access commodities (condoms, lubes, generic PreP) at competitive prices. • TA for size estimates (?? PEPFAR has funding?) • TA for development for financial management and accountability tools. • Capacity building of leadership to understand prevention agenda and interventions.
