A few of Highlighted Issues for Urban Sector Statistic Data • Lack of Accuracy and Checking Mechanism • Different Interpretation for same indicators • Lack of coordinating mechanism among the Government Agencies in terms of original of the data and Governance of Statistic Data • Lack of innovative Approaches and Methodologies, which compromises the effectiveness of the data • Lake of Mechanism for Data Sharing and Transparency
Suggestions and Recommendations -Urban Statistic Reporting System • Problem Analysis • WWTP volume must increase?(Impacted by Tariff, water saving , life style changes,increased water supply and decreased water consumption ) • Industrial wastewater monitoring to be enhanced towards water pollution sources transfer and long way to go for riverbasin pollution management • Enhance the statistic data for secondary level cities and small cities to better serve for urban development planning • Top-Down Approach must be reformed • Establishment of checking and correcting mechanism for statistic data cross sectors • Data Sharing Platform and Open to public • Innovative Indicators and Authorized Interpreting Mechanism
How best serve the urban development • Standards and Benchmarks need to be united • Importance of the first-hand statistic , requirements for strengthening statistic of bottom layer to ensure the accuracy of the data. • Consistence and authoritative of Statistic Date management, sector statistic needs to be justified and collectively management backup by verifying and checking mechanism • Provide trainings to other departments and import innovative methodologies to assist the urban development master plan • Initiate establishing decision-taking platform based on open, transparent and sound database, which will enable statistic data to better serve for the overall objectives of the urban development and social & Economic growth. • Information Opening and Sharing Mechanism
Case Study 1 Performance Indicators Analysis (WWT Ratio) • WWT Ratio:Total Volume treated /total discharged X100% (in year 2004,32.55%, in 2005, 39.31%,in 2006, 42-45%) • Centralized WWT:Centralized treated volume/total discharged x100% • As of 2004, 708 WWTPs in 661 (660, 665) cities ,treatment capacity :49.12 million m3/d,total treated volume 16.28 billion m3,WWT Ratio: 45.7%(52%, in 2005 , 56% , 2006), 117 WWTPs among 1636 counties , with treatment capacity,2.73 million m3/d,treatment ratio 11.2%。 • What is the actual WWT Ratio:????Assumed, 35% (????) • What is the actual Centralized WWT Ratio :????Assumed 20% (????) • Reasons:65% operation ratio of completed WWTPs (One survey in 2006)
Tianjin Municipality • Extraction from WW Development Master Plan : • WWT ratio 85% by 2010,90% in central urban • 41 WWTPs are pipelined in next three years to achieve 58 WWTPs in Tianjin,the total treatment capacity will be 2.60million ton/day • The treatment standard will be upgraded to Class I, A or B, Covering urban districts as well as rural areas. • According to the latest statistic, 6 drainage system and 4 WWTPs, totaling 1.53milliomn capacity have been built, achieved 82% of treatment ratio. However, the demanding is still increasing. • lake of functioning sewers and accessory facilities , in 117 small towns and counties, only 7 of them equipped the WWTPs.
Statistic of WWTPs in Tianjin Urban center • Tianjing Capital Xianyang Road WWTP 0.63 million tons/day Tianjin Capital Jizhuangzi WWTP 0.40 million tons/dayTianjin Capital Dongjiao WWTP 0. 40 million tons/dayTianjin Capital Beicang WWTP 0.10 million tons/day (ADB Loan) • In 2008, Actual treated WW(0.90 million)/1.53million,60% operation ratio, • Average WS, 1.60 million tons/day(from 2005-2007, average annual demand for WS , 550-590 million tons/year) • Centralized treated ratio :90/128=70%,against official statistic published:80% • Assumption : 153/128=117% , There is no need to built new WWTPs in central urban • However, there is urgent demanding for rural Tianjin,but no detailed and reliable data base for Planning
We noted • The increasing population and growth of economic from 2000 to 2007, the water consumption has been stable, even declining based on statistic data . (1.50-1.60 million tons/day) • Reasons:1. inadequate water 2. water savings measures. 3、Tariff reform 4. recycled water contribution • Current capacity is not fully operated • Wastewater has been overloaded , which resulting higher requirement for process. • Reasons:Water saving and reused in households; 2. Industrial recycled; 3. reduction of water waste,4. separation sewers system • Current wastewater tariff 1.03yuan /tons • Policy Recommendations: • New WWTPs in central urban may not need,sound plan is required • Focus for Planning and Construction:Sewer, sludge treatment, upgrading processing technologies , institutional strengthening and proper governance and WWTPs construction in rural towns, counties around central urban to addressing river basin pollution 。
Wuhan Municipality • Profile of WWTs in Wuhan: • In 2007, 1.40million tons ( Actual)/1.65million tons(capacity)=85% of operation ratio • Average Water Supply :2.05million tons/day • Actual treatment ratio=140/164x100%=85%, official published ratio:86% • Focus for planning and construction :Sewers ,sludge treatment institutional capacity development and management enhancement. Cities/towns WWTPs construction surround as well as upgrading the treatment degree.
We need to know • The Current water quota need to be revised (Urban Year Book) • No more abusing water in Wuhan for residents,aiming 40%of reduction of individual water consumption in 6 years, by 2010,average quota for water in Wuhan 170L. Current water resources available 90,000 tons/person, 41times of national average. • Current quota 281L/person.day in Wuhan, 150L/person. day in Shanghai. There is need to save water consumption by upgrading the water instruments and taps, washing tanks etc to reduce wasting 2010. may save investment of 3.7 billion yuan. • In 2005, WWT Ratio was 40%,recycled water for industries 75%;by 2010,WWT Ratio achieve 60%,with 30% of treated WW recycled for landscaping and water spraying • The total water saving will be 450 million tons as of 2010 , compared to 2000. which will be converted to 3.7 billion investment in water sector. • Reduction of wastewatwer discharged to Yangzi River Basin
Wuhan • Built up resources efficiency and environment friendly Wuhan • Tariff Reform is the key • Current water supply exceeds the actual demanding , reasons: • 1. Tariff Increase in water and wastewater • 2. Public campaign for water saving • 3. Scientific progress and restructuring the industrials.
2. Observations • Objectives for WWT Ratio in according to MOC official,in 11 five-years plan , for capitals of provinces and municipalities, 80%;other cities 60% to 70%;counties 60%。XXXX declared the,No Problem???? • Only for large cities,But to second cities /small cities/townships, big problems, because • No reliable statistic data to be referred to for sound plan • Bottleneck of capital • Weak willingness to pay and lower affordability ,slow and difficult tariff reform • Pollution transferring resulted urgency for pollution control cross the riverbasin
Statistic data from MOC/MOEP • Could these objectives are achievable: • MOC’s statistic data and Projection : By 2006, WWT Ratio : 56%,4% increased. Centralized treatment ratio increased from 36.43% to 62.8%. Projection for 2010,average upto 60%. Including 80% for capital cities ,prefectures: 60%,counties :50%,small cities :30%. Recycled water for northern china 20%. • MOEP’s statistic data and Projection: by 2010,70% WWT Ratio for overall china. 3.6% annually increase. • Statistic Data indicates . WW Discharge increased from 43.29 billion tons of 2001 to 53.68 billion tons, and(55.7billion tons in 2007),4.39% annual increase rate, 19.5% and 30.1% increased for industries and domestic respectively (sources of data MOEP) • Industrial discharge reached standard ratio(%): 91.7;Recycled industries water (%)82;Urban wastewater treatment ratio (%)49.1 (2007 Environment Publication )
What is our objective??? • Through 745 control sections survey from 1995 to 2004,the water quality of classⅠto Ⅲ increased from 27.4% to 37.7%,the water with quality worse then class Ⅴreduced to 28.2%. The trends for water pollution is turning to good direction . ( the above statement is questionable ?) • By June 2005, there are l 475 cities who have begun to implement wastewater tariff, but still 186 cities are still pending. (trustable) • The wastewater in amount of 100 million tons/day capacity will be established by 11th five-year-Plan, and an other 30.million tons/s day are to be built in 12 five-year-pan. Said Mr. XXXX.(No body could judge it ) • Official report said by the end of 11 Five-year-plan, the total capacity for WWT cross the nation will be 90million tons/day. (Where is the 10.million ???) • By 2010, for key areas (Yangzi River,south to north water transferring project , Dianchi Lake, WWT ratio 80%,Huai River, Taihu and Chaohu to 75%,Hai River, Sonhua River 70%,Yellow river, Pearl River and downstream of Yangzi River 60%。” (the Objectives may be right , but how to do it) • How much investment do we need for achieving our targets . 300 billion yuan, including 83.6 for renovation and sewers etc. Big market, is it? (Everywhere can see this figure, but where is was from. )
Policy Recommendations • Legislation Enforcement for statistic • Expecting innovation of statistic methodologies and tools/platforms • New Indicators to accommodate the latest development in Urban Sector • Capacity Strengthen for the Statistic Bureau and Staff.
