Universities (73), their students (~500,000) and staff (~60,000), and several research institutes are the users of the network. Governmental development project. Funding entirely from the government. End users are supported by their respective institutions. We are supporting all eligible institutions. Services like caches, file repositories and mirrors are provided. Multicast, video conferencing, QoS, IP telephony are supported. IP address registry coordinated. Some Introductory Information NATO ANW: 4th CEENet Workshop on Network Management, Chisinau, Moldova

User Needs • SERENATE: user expectations have evolved beyond the provision of pure bandwidth towards the supply of more complex services. • This is partly true for Turkey. There is a digital-divide and unfortunately we are at the wrong side of the gap like some others in this room; poor connectivity side. • Primary user need is still high bandwidth more than ever. • Because the new applications are being tailored for high bandwidth networks, demand is increasing faster than supply. There are two main groups of users: Managers and technicians of institutions and their respective IT departments; ‘professionals’. Scientists, students, administrative staff; ‘end users’. User Needs NATO ANW: 4th CEENet Workshop on Network Management, Chisinau, Moldova
Too many problems, not sufficient number of staff, unnecessarily demanding users. Due to incompatibility of different network equipments, some facilities may not work sometimes. This is normal; is your web and mail working? Number of Intrusions, viruses, worms and other problems are so high. NOCs not ready for the current work load. World according to the professionals NATO ANW: 4th CEENet Workshop on Network Management, Chisinau, Moldova
If really not necessary do not use rarely used facilities like multicast, QoS, etc since the technical people are not familiar with it, they are busy, no time to learn. It is easy and necessary to put every thing behind single, high, very restrictive firewall regardless of the number of users left behind. Even use NAT and disable the most of the beauties of Internet facilities; slow down the streaming, disable multicast, etc. IPv6: what is that? All need more bandwidth. All need web and mail. For most of them these are the only network applications. Some need P2P applications for movies and music. They don’t care about size of the files, network capacities, other users. If capacities are not sufficient (other side of the gap), if campus networks are better than national or international networks, then P2P applications are killing applications. Scientists, students, administrative staff need NATO ANW: 4th CEENet Workshop on Network Management, Chisinau, Moldova
Training the end users about the capabilities of the network. Educating the technical staff continuously that network is not their toy or not only for web or for P2P applications but sometimes for specific applications. Education is important because the turn over time of technical staff is short in Turkey and mostly they are leaving before learning the needs and details of their work.
