Topics • Recommended updates to S-TEK Strategy Implementation Plan (for FY14) • Plans to update Implementation Plan for FY15 -16 • Website Resource Page • Projects update • Conservation Planning Atlas • Interactive Climate Map
Science and TEK: 2013 and Beyond Prepared by Science and TEK Subcommittee Available at: http://northpacificlcc.org
S-TEK Strategy 2013-2016 • Our broad planning framework • Captures our activities at a high level
Implementation Plan 2013-2016 • Steps down the Strategy • Identifies key NPLCC activities and actions • Goal to assure maximum relevance/use of results by resource managers • FY 13 projects funded under this Plan • FY14 updates discussed by S-TEK Subcommittee on 8/29/13 • FY 15-16 planning efforts will need additional focus
Implementation Plan 2013-2016 • Today: present S-TEK recommendation for FY 14 • Changes to Table 1 (Priority Activities) • Changes to Table 2 (Focused Activities & Specific Actions) • Distribution of anticipated FY14 funds • Next 6 months: S-TEK will revisit for FY 15-16 • Progress/results from previous work increasingly available • Look to build on past projects / efforts of others • Modest to major tweaks needed? Changes in management needs? • S-TEK Subcommittee in-person meeting in January with calls before
FY14 Status • Expected FY14 S-TEK project/activity funds • USFWS: ~$450K (less $105 already committed, see below) • USGS (NW Region): ~$50K • Two projects approved in FY13 require FY14 funds • USFWS (Schaller lead): “Climate Change Vulnerability Assessment of Pacific Lamprey” • Partial funding both years. Needed in FY14 - $25,780 • NOAA (Fullerton lead): “Incorporating Spatial Heterogeneity in Temperature into Climate Vulnerability Assessments for Coastal Pacific Streams” • Full funding FY14 - $80,000
Reminder: Process used to develop the Implementation Plan Activity Need Description Specific actions $$ Activity Need Description Specific actions $$ Activity Need Description Specific actions $$ Importance for NPLCC action … Importance for partner action • Intended as a Four-year “look” at potential activities
Table 2: Focused Activities (FY13-14) • Augment, integrate and share existing data & information (through data discovery platform) • Align and coordinate the delivery of science with decision-maker needs • Identify information necessary to support landscape-scale planning that involves multiple entities and jurisdictions. • Incorporate existing climate information into “line management activities” • Joint support for partner-initiated projects (Climate Change Adaptation for Subsistence/Cultural Resources -2013) • Five Focused Activities were identified for FY13 and FY14 support, based on the Priority Activities • At least one Focused Activity defined for each of Priority Activities from Table 1 that were highlighted as more important for focus from the NPLCC • Next 2 slides show mapping of these 5 Focused Activities to the Priority Activities in Table 1 • Specific actions were identified (2 RFPs issued in FY13)
Table 1: Priority Activities by Priority Topic See Handout- Table 1 Sanity check for FY14 • S-TEK Subcommittee was asked - “Are there any new and pressing management decisions related to the NPLCC S-TEK Priority Topics that suggest our Priority Activities (Table 1) need to be revised for FY14 planning?” • S-TEK discussed table and only recommended change was Activity Code 11
See Handout – NPLCC Projects 2011-2013 (table with yellow heading) • Projects organized by Focused Activities where applicable • Project funding provided by USFWS and USGS (over $2M plus National LCC funding) • Includes FY13 projects (Implementation Plan), FY12 projects (TEK focus) and FY11 projects (Pre-Strategy) • Detailed descriptions of each Focused Activity are in the Implementation Plan
Focused Activity 5: Focused Activity 2: Focused Activity 3: Focused Activity 4: Focused Activity 1:
See Handout – NPLCC Project Funding, FY13 • Projects organized by Focused Activities and Prioritized Topics • $735,000 for 16 projects
See Handout Updated “Table 2” - FY14 Recommendations S-TEK Subcommittee’s recommendations: • Note - Goals on table are from NPLCC Charter • Keeping same Focused Activities for FY14 as FY13 • Modified Specific Actions for all Focused Activities • Focused Activity 5 not identified (Partner initiated) • Fund projects for all Focused Activities – with emphasis on Focused Activities 3 and 4 • Release RFP in fall for pre-proposals for Focused Activities 2 and 4 – primarily focus on Priority Topics B, C and E (complements FY13 RFPs)
Discussion for Steering Committee: • Do you have concerns with minimal change to Table 1? • What do you think about continuing with same Focused Activities in FY14 as FY13? • What are your comments about the recommended Specific Actions for Focused Activities 1 – 4 in revised Table 2 • What are your ideas for Partner-initiated Joint projects? • Next Steps: Send out revised tables for consideration for adoption during October 23 WebEx Meeting
