Activities since Meeting #4 • Six month “Interim Report No. 2” submitted to EU • Interim Report No. 1 + Annexes circulated to SC • SLA Resolution completed (English, Russian + Tajik) and submitted to MEDT (Russian + Tajik versions) • ICT equipment contract signed and equipment en route • Athens mission for Mr. Roziev and 2 SUE SW staff members (July) • Development for Pilot Release completed • Factory Acceptance Testing (FAT) completed • Pilot training completed in Dushanbe Project Steering Committee Meeting No. 5 (18 September 2013)
Activities since Meeting #4 (cont.) • Pilot Tests (UAT) commenced on 16th September • Advanced discussions in formalizing interfaces with the Treasury and Commercial bank • Further refinement of the SW-Treasury Memorandum • Press release ready for after this meeting • Training Material delivered • User Manual delivered Project Steering Committee Meeting No. 5 (18 September 2013)
Pilot Training • Detailed preparation and testing for Pilot Training environment in the Customs Service Training Centre. • Pilot agencies training in Dushanbe completed (Russian speaking trainers from Athens) • SUE SW staff trained and operated as “Trainers” • Excellent evaluations for the training were achieved • The helpful feedback from trainees and training activities has identified software improvements • Khujand and Kurgan Tube starts 23rd September Project Steering Committee Meeting No. 5 (18 September 2013)
The Pilot Activities • Internet Communications arrangements in place • Installation and maintenance of Pilot Environment Infrastructure • UAT Commenced 16th September 2013 • Testing at Pilot sites • SLA with Pilot agencies will be finalized • SWIS will run in parallel with existing manual procedures Project Steering Committee Meeting No. 5 (18 September 2013)
Development Update • Factory Acceptance Tests (FAT) completed • Release focus is on Pilot • Full integration is not included: • Payment integration functionality is ready from the SWIS perspective • No working interfaces (BRIS, UAIS, Treasury, Bank) included in the Pilot software version • Digital signature is not included Project Steering Committee Meeting No. 5 (18 September 2013)
Interfaces Update • Integration with Bank/Treasury • Some minor details still under discussion • Formalisation of agreement in progress (memo, contract) • Integration with SimBASE system • Awaiting Extensions Proposal approval before proceeding • BRIS interface • No technical issue • Awaiting meeting to resolve political deadlock • UAIS interface • No progress. • Considered as almost not possible in current project state. Problems Regarding Definition of Agency’s TNVED Codes • No Definition yet of TNVED subset for each Agency based on existing regulation R-310; • Each Agency has to validate this set and prepare when required their own TNVED based lists of goods not covered by R-310 for future discussion; • System – even pilot cannot operate properly without these subset definitions • The issue is pending for some time now. Supervision of ICT Equipment Supervision activities will commence once the ICT equipment has been delivered and made available in Dushanbe • Supervised supply and installation of Central Servers • Supervised supply and installation of workstations and network equipment • Acceptance and commissioning • Infrastructure Installation Report Project Steering Committee Meeting No. 5 (18 September 2013)
Extensions Proposal • Integration with SimBASE software • Additional SW certification member (Cotton) • Potentially, some new requirements for the SWIS identified during Pilot training and feedback from SUE SW, agencies and Customs Brokers • In addition: Extension of warranty period (to one year) Project Steering Committee Meeting No. 5 (18 September 2013)
