  3. Baseline Stability Objective Adapt Program Performance Management to efficiently Integrate with the Acquisition Process given that change is inevitable. Goals • Integrate Existing Performance Management With Existing Acquisition Processes • Eliminate Waste and Reduce Re-Work in maintaining an integrated performance measurement baseline • Streamline the Program Performance and Acquisition interfaces • Minimize Deconstruction

Attributes of Stable Baseline • Low Risk • Minimal volatility and fully defined requirements • Stable funding • Minimal changes to the contract • Milestones clearly defined • Proven/mature technologies • Committed resources to execute the plan • Predecessors meet their commitments within the boundaries of their schedule margin. • Experienced customer Work In Progress DRAFT

Guideline Adaptability Assessment • G1 WBS – the minimum levels that are extended to identify the product-oriented control account(s). • G2 OBS – Adaptable to the needs of the Program life cycle. • G3 Integrate planning, scheduling, budgeting, work authorization and cost accumulation processes – Adaptable to the extent G1 and G2 are set. • G4 Identify the overhead organization – N/A • G5 OBS/WBS Integration– Adaptable to the extent G1 and G2 are set. • G6 Schedule – Adaptable from the perspective of rolling wave and/or integration.
