Product Care Association (PCA) has been a leader in Household Hazardous and Special Waste recycling since 1994. • ABOUT PCA: • Not for profit, member based industry association • Members are the obligated “producers” under applicable regulations • PCA develops and implements programs on behalf of members in response to regulations • Members pay fees to fund the programs

CURRENT PCA PROGRAMS • PCA programs in Canada: • Paint only: SK, NB, NS, NL, PEI • Paint/HHW: BC, MB • Lamps: BC, MB, QC, PEI (2015) • Smoke and CO Alarms: BC • Managed programs in Canada: • BC Small Appliances (CESA) • Outdoor Power Equipment (OPEIC) • Major Appliance Recycling Roundtable (MARR) • US programs: • PaintCare (PCA role ends June 30, 2014) • Mattress Recycling Council (CT, RI, CA) • WA LightRecycle

Manitoba LightRecycle Program • May 1, 2012 - PCA’s Manitoba LightRecycle program launched as part of PCA’s Manitoba Household Hazardous Waste (HHW) program • The MB LightRecycle program is limited to residential-use fluorescent lamps. • The PCA Manitoba HHW program includes many other products, such as household paint and flammable liquids, etc.

July 14, 2012 - Residential use (CFLs, tubes and HID) • October 1, 2012 - Expanded to Industrial, Commercial and Institutional (ICI). • July 2013 expanded to include “component lamps”, ie. lamps which are a component of another product, but excluding products already included in other programs, e.g. computers • Regulation provides for mandatory recovery rates and penalties.
