Turbulent history • Advance & fallback – not linear ‘modernity’ • America as the ‘land of land markets’ • Technology, demand & politics • Scale & Federalism – ‘Fed fights’ • Fed vs states, states vs cities • metros vs suburbs, special districts vs municipalities • Missing link • Still don’t control private capital
