Current Disposal Reporting System • Haulers must report jurisdiction-of-origin on all loads delivered during quarterly survey week (minimum state requirement) • Facilities submit quarterly summary reports to host agency/County • Host agency/County reports quarterly to the Board and to all affected jurisdictions • Jurisdictions use disposal data to calculate diversion rates in annual reports to the Board
Historical Information • Jurisdictions began to raise concerns to Solano County and to the Board regarding disposal data for the year 2001 • Solano County staff investigated, identified problems with Potrero Hills Landfill data and worked on revising the 2001 disposal reporting data • Board staff have met with Solano County and Potrero Hills Landfill staff numerous times to identify and correct problems with the disposal data for 2001
Historical Information (Continued) • Solano County has submitted numerous revisions of the 2001 Disposal Reporting Data to the Board, but data errors still exist. • April 2003 – Board staff gave a presentation at the CIWMB Committee Meeting regarding the inaccuracies with the 2001 Disposal Data. • Potrero Hill Landfill staff agreed to revise all quarters of 2001 by May 2003 and submit 2002 disposal data by June 2003.
Historical Information (Continued) • July 2003 – Potrero Hills Landfill submitted revised disposal reports for the year 2001 to Solano County. • Solano County has reviewed the data and has found no errors and will submit a 2001 disposal report to the Board
Issues with Potrero Hills Landfill 2001 Disposal Data • Incomplete data by jurisdiction - Tonnage from transfer stations was not allocated to jurisdictions - Some transfer station names were not in the Board’s “Solid Waste Information System” - Tonnage from regional haulers without any jurisdiction allocation data - Districts listed as jurisdiction of origin
Issues with Potrero Hills Landfill 2001 Disposal Data (Continued) • Large turnover in landfill staff and lack of training for new staff • Very large amount of Board staff time spent contacting and discussing issues with County, landfill, & jurisdictions • Potential impact on 2001 diversion rate calculations for jurisdictions disposing at Potrero Hills

Current Status • Potrero Hills Landfill has submitted the revised reports to Solano County (July 2003). • Solano County has reviewed the data and found no discrepancies or errors and will submit the disposal report for 2001 to the Board. • Potrero Hills Landfill still needs to revise and submit 2002 DRS data to Solano County as many of the same issues found in 2001 apply.
Options for the Board’s Direction • Continue to work with Solano County and Potrero Hills Landfill staff to complete and submit the disposal report for 2002 by August 31st. • Notify all potentially impacted jurisdictions when data is corrected in the Disposal Reported system and post information on the Board’s web site. • Develop web pages to publicize lack of compliance with Disposal Reporting System requirements. • Direct staff to post Potrero Hills Landfill on the new web pages if 2002 disposal data is not received by August 31st.
