What is the ISTC?Brief History and Organization • The ISTC is an Intergovernmental Organization founded by the European Union, the United States of America, Japan and Russian Federation in November 1992; operations began in March 1994. • Members of ISTC Governing Board: Canada, the European Union, the United States of America, Japan and Russian Federation. • Headquartered in Moscow • The ISTC is accredited in Russia, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyz Republic and Tajikistan with a status equivalent to a diplomatic mission
ISTC ObjectivesNonproliferation Through Science Cooperation • Provide weapons experts in the CIS the opportunity to redirect their talents to peaceful activities • Contribute to the solution of national and international science and technology problems • Support the transition to market economies • Support basic and applied research • Integrate CIS scientists into global scientific community

ISTC Projects Technical Project Monitoring Ongoing throughout the life of the project and a comprehensive technical audit is performed at project closing by the SPM/PPM Financial Project Audits • Internal – ISTC Finance Office • Annual Project Audits based on Risk Assessment • Final Project Audits for all completed Projects • External – Initiated by Parties, e.g Defense Contract Audit Agency (DCAA) and Deloitte Touche Tohmatsu (DTT)
