Purpose of ELAC To provide parents of English Learners opportunities to: • Learn more about the programs offered to their children. • Participate in the schools’ needs assessment. • Advise the principal and school staff of the most positive and effective strategies for teaching English Learners. • Provide input on the most effective ways to support full participation of English Learners in all school activities. • Provide input on the most effective ways to ensure regular school attendance.
Legal Requirements of ELAC • Parents are provided an opportunity for an election to the ELAC. Elected ELAC members are given an opportunity to advise the principal and staff on the following five items:
Legal Requirements of ELAC • The development of a detailed school plan for English Learners that will be submitted to the governing board. • The development of the school’s needs assessment. • The administration of the school’s language census. • The most effective ways to ensure regular school attendance by English learner students. • Elect a representative to the District English Learner Advisory Committee (DELAC)
Legal Requirements of ELAC • Parents must also be consulted in regards to the training necessary to fulfill duties required for ELAC.
Parent Representative Responsibilities • Attend three more ELAC meetings scheduled for: December, 2013 February, 2014 April, 2014 • Attend four District English Learner Advisory Committee Meetings (DELAC) scheduled for: 11/13/013 @ 9:00 AM – 10:30 PM 01/22/14 @ 9:00 AM – 10:30 PM 03/12/14 @ 9:00 AM – 10:30 PM 05/14/14 @ 9:00 AM – 10:30 PM

Placement Measures • California English Language Development Test (CELDT) • California Standardized Test (CST)
CELDT Results • B = Beginning • EI = Early Intermediate • I = Intermediate • EA = Early Advanced • A = Advanced
Reclassification to FEP • CELDT score of EA or A with no subtest score below a score of I • CST score of Proficient (≥350) • Teacher Evaluation (satisfactory grades)
To insure success, students should not be expected to perform beyond their linguistic abilities
What can I do at home? • Check your child’s homework • Encourage your child to tell you what he did in school that day • Encourage English speaking activities (friends, TV, books, etc.)
