  3. Disaster & Climate Change in Indonesia Hydro meteorological disasters are the most common disaster in Indonesia (BNPB, 2010)

  4. PMI & Climate Change • The impact of climate change will make vulnerable communities even more vulnerable. PMI mandate: to improve the lives of vulnerable people • Focus on Climate Change Adaptation – ie consequences of CC driven disasters. • CCA as part of Disaster Risk Reduction

  5. Linking DRR & CCA • Assessing and addressing current and future climate risks at national level • Assessing and addressing current and future climate risks with communities • Education and awareness-raising • Advocacy • Integrating climate change into existing training, plans and strategies

PMI DRR Framework Expected Outcomes : To establish a foundation on which all PMI’s programmes, projects and interventions inDRR & CCA and all actions which contribute to the buildingof safe and resilient communities can be created,developed and sustained. • Consist of 4 elements : • Element 1 : Risk Informed humanitarian response • Element 2 : Country Specific mitigation, prevention and adaptation • Element 3 : Sector based programming to build across the disaster management spectrum • Elemet 4 : Cross cutting issues

  8. What PMI Has Done Through ICBRR……

  9. (1) Enhance the Vulnerability & Capacity Assessment (VCA) • Collect, review and update the risk data and mapping in a timely manner (per year, per season, depending on the hazard) at the community level through VCA (Vulnerability & Capacity Assessment) • Bring additional scientifically verified information to the community (in partnership with credible government institutions • Support the consideration of gender, livelihood, food security, health and environmental resource management during the VCA implementation • Integrate VCA result into local development and management plans

(2) Enhance Risk Knowledge • Cooperate with local authorities and other bodies in the dissemination of climate change information • Ensure that messages are in a form and have content that reflects the specific needs of your community (i.e. if there are concerns on livestock, that these are considered) • Identify and select of communication media to disseminate climate change information even to remote households or marginalized community members

  11. (2) Enhance Risk Knowledge – DP in School Program • Develop DP (Disaster Preparedness) in School Programme through Red Cross Youth Network as the peer educator for their school friends

(3) Enhancing Preparedness to Respond and Contingency Plan • Recruitment and Training of Community Based Action Team (CBAT) • Develop Contingency Plan for resource mobilization scenario at different timescale • Train community members to respond to basic hydro-meteorological and geophysical hazard signals to allow for immediate response using indigenous and traditional methods where possible • Identification of evacuation route and transportation • Conduct Emergency Drill in cooperation with Local Government Unit

(4) Enhancing Community Based Early Warning System • Formulate a training manual for community based early warning system (CBEWS) for its volunteers at community level. • Facilitate community to utilize weather forecast, the community is enabled to identify its options for safe behavior, availability of evacuation route, and the best way to avoid damage and loss of property at different timescale. • Facilitate community to utilize early-warning systems to reduce health impacts of extreme weather events and outbreaks of weather-related disease.

(5) Tackling Vulnerabilities - Health • Conduct CBHFA (Community Based Health and First Aid) program which empower the vulnerable community to be able to conduct first aid in accidents or injuries and respond to other health problems. • Activate Health Cadre to carry out various activities to support healthy lifestyle, such as health promotion, environment cleaning and waste management. • Initiate a community-based psychosocial support programmes to help affected people cope with their situation, seeking to restore their hope, dignity, mental and social well-being, and sense of normality.

(5) Tackling Vulnerabilities – Food Security & Livelihood • Conditional Cash transfer for temporary shelter in Jogjakarta, 2006, Padang in 2009 • Financial preparedness as part of the efforts to reduce continuous poverty and community resilience: Microfinance activities, saving and loan coperatives, Household economic trainings, Home Industry Trainings • Strengthen Water and Sanitation activities as well as nutrition messages to support the food securities initiatives

  17. (5) Tackling Vulnerabilities – Environment Management • Green and Clean Promotion : bio-pore, solid waste management (composting), recycling, tree plantation,

(6) Enhance Advocacy & Partnership • Involvement on National Platform on Disaster Risk Reduction, National Council on Climate Change, Consortium for Disaster Education • Development MoU with BMKG (meteorology, climatology and geophysics agency) to support the enhancement of EWS & CBEWS • Deriving benefits from the expertise of non-Red Cross actors ie Livelihood, Microfinance, etc)

Lesson Learnt • Integrate DRR & CCA into the policy and strategic plans • Comprehensive VCA (Vulnerability and capacity Assessment) include livelihood, environment, food security, health components • Building the capacity of the community, Support continuous livelihoods and Community financial preparedness, Support Health risks and environment management • Enhance Early Warning System and Community Based Early Warning System • Implement advocacy, promotion, and education at all levels • Partnership with all stakeholders – For quality in DRR & CCA intervention as well as for outreach and sustainability of programming.
