Strengthen ASEAN Secretariat & SG • ASEAN has 78 staffers handling over 1,200 meetings last year (this year less than 800) • Lacking sufficient and capable staffs • Lack expertise in political and security area • Lacking capacity building • Need early warning knowledge and analysis • Need talent pool of experts on security and regional conflicts and other issues • Enhance the conflict management role of Asean SG.

ASEAN media: Go beyond Border • Parochialisms: writing about themselves without common shared values or norms • Fear of interference: follow official lines, adopt non-interference principle • Mutual ignorance: no common understanding of history—individually or collectively as a group. • Fixed mindset: “we” are better than “others”, top down approach with little or no reference to ordinary people
