Exisiting Conditions • Boundaries include: Lombardy Place/W. Franklin St. (north) Floyd Ave./Main St. (south) N. Meadows St. (west) N. Harrison St./S. Morris St. (east) • Approximately 100 block faces and approximately 1,680 curb side spaces • Approximately 1,790 permits in two zones • Park without a permit for one (1) hour on Mon-Fri from 7am-9pm • Parking permit require for parking more than an hour
Permit Fee Structure • Permit Fee - $25.00 - expires June 30th and are not pro-rated. • Courtesy Parking Pass - $10 each – Expires 10 days from date of issuance and may only be purchased by someone owning a valid Fan District parking decal. • Annual visitor’s pass - $35.00 each – limited to two per house or building address and it must be purchased at the same time as the Fan District Decal. It is non-replaceable and must be resident property owners and must have an annual permit. • Replacement of Fan District Parking Decal - A decal purchased for a vehicle that was sold or otherwise disposed of by the owner may be purchased for $1,

Increase parking inventory by regulating parking where allowed by code Implement an “electronic permit” system that can be enforced by License Plate Recognition (LPR) Eliminate the one (1) hour FREE parking in Zone 1 between the hours of 4pm and 11pm Consistent signage and way-finding program that is easy to understand Regulate the commercial area of the district (West Franklin St.) with paid parking Proposed Recommendations
Proposed Recommendations Increase hours of operations in the commercial zone form 6pm-10pm to improve turnover (support the elimination of the 1-hr of free parking between 4pm-11pm) Create a 2-hour parking zone along the park (Hanover Ave) to accommodate commercial demand. Adopt flexible approach to parking management of the parking zones in order to handle parking demand and parking inventory
Proposed Recommendations Zone 1 – Boundaries: Vine St. to the west, Harrison St. on the east, Park/Franklin north and Main to the South. Residential Permit parking only between 4pm-11pm (1-hr of free parking eliminated during these times only). Zone 2 – Boundaries: Vine to the east, Rowland to the west, Park/Lombardy PL to the north and Floyd to the south. Residential Permit parking restriction remains as is, with a 1-hour parking permit only zone
Proposed Recommendations Develop weekend policies that support the parking demand for the district Regulate and implement as two (2) hour parking of approximately 260 parking spaces in the VCU area leading to the RPP zone – 195 (south), Park Ave. (north), Belvedere (east) and Harrison (west)
