What Can I Get Funds For? A Capital Improvement Project required as a condition of, or approved by the local jurisdiction in connection with it’s approval of entitlements for the project or area. (Section 304)
Eligible Costs • Parks and open space development • Up to $200 million • Utility improvements & relocation • Streets, roads, transit linkages and facilities • Facilities to support pedestrian & bicycle transit • Traffic mitigation, such as street signals • Site preparation or demolition • Sidewalk or streetscape improvements
Eligible Costs (con’t) • Storm drains, storm water basins, culverts, & similar drainage features. • Required environmental remediation for the CIP, not to exceed 50% of the grant amount • Parking structures. • Impact fees required by local ordinance for identified eligible Capital Assets • Other capital asset costs approved by the Department and required as a condition of local approval of the CIP

Geographic Target Areas • 45% to Southern California: (Kern, San Bernardino, San Luis Obispo, Santa Barbara, Ventura, Los Angeles, Orange, Riverside, San Diego, and Imperial) • 10% to Central Valley:(Fresno, Kings, Madera, Merced, San Joaquin, Stanislaus, and Tulare) • 45% to Northern California:(all those not listed above) • Application deadline 4/1/09, 5 PM
What is a QIP? • Residential or mixed-use infill development • Located in an “Urbanized Area” • e.g. incorporated city, urbanized area, or urban cluster per census • Discrete Development • Common development scheme and common, affiliated, or contractually related ownership and financing structures
What Is a QIP (con’t)? • Affordability • At least 15% of its units are offered at an affordable rent or affordable housing cost. • Density • Will be developed at no less than the densities set forth in AB 2348/Ch. 724 (2004) (commonly referred to as Mullin Densities).
Large, Multi-Phased QIPs (MPP) • Minimum number of units: 200 • Must be multi-phased • Must meet all QIP threshold criteria • Scored as either a Project or an Area
What is a QIA? • Contiguous, coherent area in local planning documents (cannot include extensions or satellite areas). • Multiple project infill development • Affordability – At least 15%
Includes a QIP that meets all QIP requirements and has received all land use entitlements or has an application pending and deemed complete. Density Will be developed at no less than the densities set forth in AB 2348/Ch. 724 (2004) (commonly referred to as Mullin Densities). Includes a QIP which contains no more than 50% of the total Area’s housing units. What is a QIA (con’t)?
For projects (QIP/MPP): Non-Profit or For-Profit Developer, individually or with a: Locality Public Housing Authority Redevelopment Agency For areas (QIA): Locality Public Housing Authority Redevelopment Agency Business Improvement District (as a joint applicant only) Eligible Applicants
QIP Projects Minimum Grant Amount $500,000 ($250,000 for Rural Areas) Maximum $20 million QIA Areas & MPPs Minimum Grant Amount $2 million ($1 million for Rural Areas) Maximum $30 million Grant Terms & Limits $197 Million NOFA Minimum 210 point score needed to submit application
Additional considerations: Grant calculation based on # of units, bedroom size, affordability, and density. Over the life of the program, total awards not to exceed $50 million per Infill Project or Area. May not exceed the amount of the actual costs of the infrastructure. Grant Terms & Limits
