  2. Today’s Programme • By the end of the event, you should: • Have a good understanding of the purpose of the Framework for Excellence and how it will be used. • Be clear about the actions you need to take to implement the Framework in 2009/10.

  4. What is the Framework? The Framework is the Government’s National Assessment Framework for Education and Training

  5. What will it be used for? • It will inform learner and employer choice. • It will drive quality improvement. • It will provide a common, consistent performance assessment system. • It will inform purchasing decisions – the purchasing decisions of employers, learners, the LSC and subsequent funding bodies.

  6. What this means for you • The outcomes of the Framework will be published. • The outcomes of the Framework will be used to make purchasing decisions by agencies and employers. • The Framework will measure the quality and responsiveness of provision in the FE system for all learners and employers.

  7. Development of the Framework • From 2009 the Framework has a flat, simple structure. • Generic and sector-specific performance indicators. • New performance indicators will be trialled in 2009/10. • Evolution in response to provider and provider- representative feedback.

Scope of the Framework (1) • Providersnot in scope in 2009/10: • Higher education institutions delivering further education provision. • The University for Industry and providers funded solely by it. • Organisations reporting directly to another central government department and training only staff from that department. • Organisations funded by the LSC to deliver European Social Fund (ESF) programmes only.

Scope of the Framework (2) • LSC/ESF co-financed projects and Adult Safeguarded Learning (ASL) grants, which include: • Personal and community development learning. • Family literacy, language and numeracy. • Wider family learning. • Neighbourhood learning in deprived communities. • Family learning impact funding. • FE direct grant. • First steps. • are not included in the calculation of the non-financial PIs

Structure of the Framework • Performance Indicator Level • Learner Views. • Learner Destinations. • Employer Views. • Qualification Success Rates. • Financial Health. • Financial Management and Control. • Delivery of funding allocation or contract value. • Funding per successful outcome. • Provider-level cost per weighted SLN.

  12. 1: Learner Views • Measure applies to all providers. • Assessed by a survey that applies to learners and provision in defined categories. • Survey is administered by providers between 1 October 2009 and 12 February 2010. • Substantial supporting information is available to help providers prepare to administer the survey.

  13. 2: Learner Destinations • Applies to all providers except those who train their own employees. • Only certain categories of learner are measured on their progression. • Assessed through data matching and by telephone survey where data cannot be matched. • Providers do not administer this survey.

  14. 3: Employer Views • Applies only to providers contracted to deliver employer-responsive provision. • Assessed by a survey of employers that a provider has worked with during 2008/09. • Substantial supporting information is available. • Providers with the Training Quality Standard receive an outstanding grade for this indicator.

  15. 4: Qualification Success Rates • Applies to all providers delivering learning aims thatcontribute toQSRs. • Measured by combining QSRs for seven qualification types and information from the LAT. • No new data submission requirements for providers.

  16. 5: Financial Health • Applies to the majority of providers. • Measures a provider’s financial status in terms of current financial performance and commitments. • Data sources come fromnormal LSC account returns and require no extra burden.

  17. 6: Financial Management and Control • Applies to all providers who receive LSC funding. • Measured through completion of an evaluation document byproviders. • Evaluation documents must be submitted by either 30 November 2009 or 31 December 2009. • Guidance is available to support providers, a simplified process for 2009/10.

  18. 7: Delivery of funding allocation or contract value • Applies to all providers. • Data is collected throughexisting LSC systems and is related to funding allocation data. • Scores are calculated through a formula that accounts for differences in funding streams.

  19. 8: Funding per successful outcome • Applies to all providersexcept Independent Specialist Colleges. • Measure is based ondemand-led funding principles and uses ILR and LSC funding data. • No new data submission requirements for providers.

  20. 9: Provider - level cost per weighted SLN • Applies to all providers (with a few exceptions). • Measure is calculated from standard learner numbers, provider funding factors and finance records. • No new data submission requirements for providers.

Reporting of Framework scores – May 2010 • Sharing outputs and supporting data as soon as possible each year – provider opportunity to consider scores/grades before wider sharing. • Available from Provider Gateway. • Shared with Ofsted andcommissioning bodies. • Detailed reports to explain calculation for the three surveys.

Publication of Framework scores • Framework scores/grades will be published in Summer 2010in a web-based format. • Some detail will be available. • Search and comparison facility for each provider. • Ongoing consultation with user groups about the exact format/design to ensure fitness for purpose.

Development of the Framework in 2009/10 • New Performance Indicatorswill be trialled in 2009/10. • Additional indicators aim to provide appropriate information where it is not already collected. • Supplementary information – such as Ofsted Grades – will be published alongside Framework outputs.

Inclusion of Schools in the Framework • Schools with sixth forms to pilot from September 2009. • DCSF and LSC have engaged with key national stakeholders. • Parallel project with Ofsted to define the relationship between school inspections, Local Authority performance assessment and the Framework.
