Framework for Excellence Provider Briefing Event - Summer 2009 Welcome
Today’s Programme • By the end of the event, you should: • Have a good understanding of the purpose of the Framework for Excellence and how it will be used. • Be clear about the actions you need to take to implement the Framework in 2009/10.
Overview of the Framework 01
What is the Framework? The Framework is the Government’s National Assessment Framework for Education and Training
What will it be used for? • It will inform learner and employer choice. • It will drive quality improvement. • It will provide a common, consistent performance assessment system. • It will inform purchasing decisions – the purchasing decisions of employers, learners, the LSC and subsequent funding bodies.
What this means for you • The outcomes of the Framework will be published. • The outcomes of the Framework will be used to make purchasing decisions by agencies and employers. • The Framework will measure the quality and responsiveness of provision in the FE system for all learners and employers.
Development of the Framework • From 2009 the Framework has a flat, simple structure. • Generic and sector-specific performance indicators. • New performance indicators will be trialled in 2009/10. • Evolution in response to provider and provider- representative feedback.

2: Learner Destinations • Applies to all providers except those who train their own employees. • Only certain categories of learner are measured on their progression. • Assessed through data matching and by telephone survey where data cannot be matched. • Providers do not administer this survey.
3: Employer Views • Applies only to providers contracted to deliver employer-responsive provision. • Assessed by a survey of employers that a provider has worked with during 2008/09. • Substantial supporting information is available. • Providers with the Training Quality Standard receive an outstanding grade for this indicator.
